A.1 Leipzig, Sachsen, 26.04.: Abschluss des Projektes „Organisationsuntersuchung zur IT-Ausstattung und zum eGovernment“ in der Stadt Leipzig

Am 26.04. wurden die Ergebnisse des Projektes „Organisationsuntersuchung zur IT-Ausstattung und zum eGovernment“ in der Stadtverwaltung Leipzig vorgestellt. Das Projekt hat das IfG.CC zusammen mit KPMG durchgeführt. Das IfG.CC hat dabei die fachwissenschaftliche Unterstützung im Bereich eGovernment übernommen. Kernaufgaben waren die Identifizierung und Modellierung von lohnenswerten eGovernment-Prozessen sowie die Entwicklung von Kernelementen für ein eGovernment-bezogenes Organisationskonzept.

Das Projekt wird am 18.05. in einem Vortrag beim Kongress Neue Verwaltung in Leipzig vorgestellt.

A.2 Ludwigsburg, Baden-Württemberg, 23.04.: Kolloquium zu Ehren von Prof. Dr. Klaus Lenk, Gründungs- und Vorstandsmitglied des IfG.CC

Am 23.04. fand an der Hochschule Ludwigsburg zu Ehren des 70. Geburtstags von Prof. Dr. Klaus Lenk (http://www.klauslenk.de) - Gründungs- und Vorstandsmitglied des IfG.CC - das Kolloquium „eGovernment und Informationsgesellschaft“ statt, das vom IfG.CC in Zusammenarbeit mit Prof. Dr. Martin Brüggemeier von der Hochschule für Technik und Wirtschaft Berlin und der Alcatel-Lucent-Stiftung organisiert wurde. An dem Kolloquium nahmen über 30 Wissenschaftler und Experten teil, mit denen Klaus Lenk über lange Jahre hinweg zusammengearbeitet und den fachlichen Austausch gepflegt hat.

Im Rahmen des Kolloquiums wurde auch das „Festheft“, die aktuelle Ausgabe von Verwaltung & Management übergeben, für das Prof. Dr. Martin Brüggemeier als Gastherausgeber verantwortlich war. Das Heft enthält u.a. Artikel von Hans Bernhard Beus, dem ehemaligen Bundes-CIO, von Hans Peter Bull, von Heinrich Reinermann und Ignace Snellen.

P.1 Artikel „Neubewertung staatlicher Leistungstiefe bei Informatisierung“. In: Verwaltung & Management, 2/2010

Das IfG.CC hat sich in den letzten Jahren verstärkt mit der  Erforschung neuer institutioneller Arrangement im Kontext von eGovernment beschäftigt. Im Rahmen dieses Forschungsgebietes haben Prof. Dr. Tino Schuppan, wissenschaftlicher Direktor am IfG.CC und Prof. Dr. Christoph Reichard, Mitglied des wissenschaftlichen Beirats des IfG.CC, in der aktuellen Ausgabe von V&M einen Artikel zur Neubewertung staatlicher Leistungstiefe bei Informatisierung veröffentlicht.

Der Beitrag untersucht, ob und inwieweit bei zunehmender IT-Durchdringung der öffentlichen Leistungserstellung Auslagerungsentscheidungen neu zu beurteilen sind. Ging es bisher überwiegend um IT-Dienstleistungen, die zur Auslagerung anstanden, stehen nun vermehrt Verwaltungsprozesse im Fokus. Hintergrund ist, dass es der Einsatz von IT ermöglicht, die Arbeitsteilung über Organisationsgrenzen hinweg neu zu gestalten, was auch eine Neubewertung von Auslagerungsentscheidungen nahe legt. Im Ergebnis zeigt sich, dass nicht nur die Kriterien, die der Leistungstiefengestaltung bisher zugrunde lagen, an Relevanz verlieren, sondern mit zunehmender Vernetzung neuartige strategische Fragen und neue Kriterien ins Spiel kommen. Insbesondere die im Public Management weit akzeptierten Kriterien „Transaktionskosten“ und „Strategische Relevanz“ sind in gewisser Weise zu überdenken. Auch deutet sich an, das so genannte Shared Service Center in der öffentlichen Verwaltung einer Auslagerung überlegen sein dürften. Allerdings lassen die erhöhten Kooperationsaufwände beim Aufbau von „Shared-Konstruktionen“ eher den Schluss zu, dass es eher zur Auslagerung kommt, zumal viele Unternehmen im Betrieb von Verwaltungsservices ein neues Geschäftsfeld sehen.

P.2 Themenschwerpunktheft anlässlich des 70. Geburtstages von Klaus Lenk erschienen. – In: Verwaltung & Management, 2/2010

Die zehn Artikel in diesem Heft beschäftigen sich mit der Frage "Wie soll der Staat seine Aufgaben erledigen, nachdem ihm nunmehr die Informationstechnik zur Verfügung steht?", mit der Klaus Lenk eine zentrale Herausforderung der Staats- und Verwaltungsmodernisierung auf den Punkt gebracht hat. Als Autoren konnten namhafte Wissenschaftler und Praktiker gewonnen werden, wie z.B. der ehemalige Bundes-CIO Hans Bernhard Beus, Heinrich Reinermann (DHV Speyer), Ignace Snellen (Universität Rotterdam).

Gastherausgeber des Heftes ist Prof. Dr. Martin Brüggemeier von der Hochschule für Technik und Wirtschaft, Berlin.

P.3 Beitrag "E-Government Competencies: Looking beyond Technology". – In: Handbook of Public Information Systems, 2010

Vor kurzem ist die dritte Auflage des Handbook of Public Information Systems, herausgegeben von Christopher M. Shea und G. David Garson, bei CRC Press erschienen, in dem Prof. Dr. Tino Schuppan einen Beitrag mit dem Titel "E-Government Competencies: Looking beyond Technology" veröffentlicht hat.

Im Beitrag werden Fähigkeiten und Kompetenzen, die für eGovernment erforderlich sind, herausgearbeitet. Im Kontext von eGovernment benötigen nicht nur IT- und eGovernment-Verantwortliche neues Wissen, Fähigkeiten und Fertigkeiten, sondern auch zunehmend IT-ferne Beschäftigtengruppen. Denn insbesondere die behördenübergreifende Zusammenarbeit erfordert neue fachliche Fähigkeiten, die über die Fähigkeit, IT-Anwendungen zu bedienen, hinausgehen. In dem Artikel werden qualitative Interviews, die mit verschiedenen Beschäftigtengruppen und eGovernment-Experten geführt wurden, sowie Beobachtungen bei durchgeführten eGovernment-Projekten ausgewertet. Im Ergebnis zeigt sich, dass es zunehmend so genannter „Mixed competencies“, d.h. interdisziplinären Wissens bedarf, da die informationstechnischen Potenziale nur durch entsprechende (inter-)organisatorische Änderungen erschlossen werden können. Auch neue soziale Kompetenzen sind bei Vernetzung verstärkt gefragt, denn je vernetzter sich die Leistungserstellung gestaltet, desto schwieriger ist auch deren Umsetzung. Hierfür reichen allgemeine Projektmanagement-Kompetenzen allein nicht mehr aus. Vielmehr bedarf es neuer Kommunikations-, Management- und Teamfähigkeiten – ein Aspekt, der in der häufig technisch geführten Diskussion über eGovernment vernachlässigt wird.

V.1 Berlin, 21.04., 2. Leitungstagung ServiceStadt Berlin: Vortrag „Stein-Hardenberg 2.0 – „Prinzipien und Potenziale der Neugestaltung öffentlicher Verwaltung im Informationszeitalter“

Am 21.04. hat Prof. Dr. Tino Schuppan, auf der 2. Leitungstagung ServiceStadt Berlin das geplante Forschungsprojekt Stein-Hardenberg 2.0 vorgestellt. In diesem Projekt sollen zukunftsfähige Ansätze und Modelle für Regieren und Verwalten – insbesondere für öffentliche Leistungs- und Verwaltungsstrukturen – herausgearbeitet werden. Es geht insbesondere um die Erarbeitung grundlegender und zukunftsorientierter Modelle von Verwaltungsstrukturen und um das Zusammenspiel von IT-Anwendungen und Organisation. Im Projekt sollen u.a. neue Formen der Arbeitsplatzgestaltung, die Implikationen der IT für die territoriale Dimension und Organisation des Staates sowie die strukturellen Veränderungen untersucht werden. Eine besondere Rolle sollen mobile Anwendungen bei der Untersuchung neuer Formen der Leistungserbringung spielen.

V.2 Berlin, 27.04., Kongress "Effizienter Staat": Vortrag zur „Vereinfachung ausgewählter Verwaltungsverfahren am Beispiel von Prozessketten im Bereich Brandenburger Informationspflichten“

Vom 27.-28.04. fand in Berlin der 13. Deutsche Verwaltungskongress „Effizienter Staat“ mit dem Forum E-Government-Innovationen in Berlin und Brandenburg statt. Das Forum wurde vom Ministerium des Innern des Landes Brandenburg in Zusammenarbeit mit der Senatsverwaltung für Wirtschaft, Technologie und Frauen Berlin durchgeführt. Friederike Thessel, wissenschaftliche Mitarbeiterin am IfG.CC, und Michael Hüllen vom Ministerium des Innern des Landes Brandenburg stellten am 27.04. unter dem Titel “Bürokratieabbau durch prozessorientiertes Verwaltungshandeln am Beispiel von Prozessketten zwischen Unternehmen und Verwaltung in Brandenburg” Ergebnisse der vom IfG.CC 2008/2009 bearbeiteten Prozessketten-Studie vor. Ziel der Studie war es, strategisch relevante Prozessketten aus dem Bereich Informationspflichten zwischen Unternehmen und öffentlicher Verwaltung mit der Zielsetzung, Bürokratiekosten zu senken, zu identifizieren, zu beschreiben und Vorschläge zu ihrer Optimierung zu erarbeiten. 

In dem Vortrag wurde als Weiterentwicklung der Prozesskettenstudie u.a. auch das Projekt ePort BBI vorgestellt. Im Rahmen des Projekts soll in der Flughafenregion Berlin-Brandenburg International (BBI) eine neue Qualität der Interaktion zwischen den dort ansässigen Unternehmen und den Stellen der öffentlichen Verwaltung etabliert werden.

V.3 Berlin, 27.04., Kongress “Effizienter Staat“: Vortrag zum Thema “Staatliche Leistungstiefe im eGovernment Zeitalter”

James Griffin, wissenschaftlicher Mitarbeiter des IfG.CC, hat auf dem Kongress „Effizienter Staat“ am 27.04. einen Impulsvortrag zum Thema „Staatliche Leistungstiefe im eGovernment Zeitalter“ im Forum „Dienstleistungszentren in der Verwaltung“ gehalten. Inhaltlicher Schwerpunkt des Vortrages war die veränderte Bewertung von Leistungstiefeentscheidung, die sich durch den zunehmenden Einsatz von IT in der Verwaltung ergibt. Denn durch Modularisierung, Raumüberbrückung und Informationsanreicherung, die durch IT ermöglicht werden, können hoheitliche Aufgaben aus einem Prozess herausgelöst werden und durch externe Organisation ausgeführt werden.

Jedoch bedeutet dies nicht unbedingt auch eine zunehmende Auslagerung an private Dienstleister, denn zunehmend kommen auch Shared Service Center (SSC) in Betracht. In solchen SSC, die in Europa vor allem in Österreich, den Niederlanden und Großbritannien zu finden sind, werden Unterstützungsaufgaben mehrerer Organisationen ausgeführt. Die Auftraggeber sind aber auch in den Steuerungsstrukturen des Centers miteingebunden, so dass SSCs nicht als eine Zentralisierungsmaßnahmen zu verstehen sind, sondern eher als eine neue Form der horizontalen Kooperation zwischen mehreren öffentlichen Organisationen.
Weitere Vorträge in diesem Forum hielten der Vizepräsident des Bundesamts für Zentrale Dienste und offene Vermögensfragen (BADV), eine Shared-Service-Einrichtung des Bundes, sowie der Direktor des Bundesbeschaffungsamtes. Das IfG.CC bereitet seit vielen Jahren regelmäßig für Kongresse und Konferenzen seine wissenschaftlichen Ergebnisse auf, um zur Diskussion in der Praxis beizutragen.

V.4 Berlin, 28.04., Sächsische Landesvertretung: Vortrag „Breitbandbasierte Services im ländlichen Raum: Erfahrungen, Möglichkeiten, Anforderungen“

Am 28.04. hat Prof. Dr. Tino Schuppan in der Vertretung des Landes Sachsen in Berlin einen Vortrag zu eServices für den ländlichen Raum im Rahmen der Klausurtagung der Führungskräfte der Abteilung Verwaltungsmodernisierung und IT des Sächsischen Staatsministeriums der Justiz und für Europa gehalten. Hintergrund ist, dass auch das Land Sachsen in den nächsten Jahren stark vom demographischen Wandel betroffen sein wird und neue Möglichkeiten der Leistungserbringung insbesondere im ländlichen Raum geschaffen werden müssen. In einigen Schätzungen wird davon ausgegangen, dass die Einwohnerzahl im Jahr 2020 bei unter 3,6 Mio. (1995: ca. 4,5 Mio.) liegen wird. Von der Reduzierung der Einwohnerzahl sind mit Ausnahme der Regionen um Dresden und Leipzig alle Kreise in Sachsen betroffen.

Im Vortrag wurden die Erfahrungen, Möglichkeiten und Anforderungen von breitbandbasierten Services im ländlichen Raum aufgezeigt. Dazu wurde zunächst die Breitbandversorgung aus verschiedenen theoretisch-konzeptionellen Perspektiven betrachtet, wobei vertieft auf den Zusammenhang zwischen den Investitionen in den Breitbandausbau und der Zahl der direkten und indirekten Arbeitsplätze eingegangen wurde. Dazu gibt es bereits einige internationale Studien, die jedoch nicht alle eine direkte ökonomische Wirkung der Investitionen feststellen konnten. Im zweiten Teil wurden verschiedene internationale Breitbandstrategien mit der Entwicklung in Deutschland verglichen, wobei Länder, wie Finnland oder Australien, ausgewählt wurden, die explizit den Breitbandausbau in ländlichen Regionen fördern. Im dritten Teil wurden Fallbeispiele für umfassende Breitbandinitiativen, wie ConnectKentucky und eSchwechat vorgestellt. Bei beiden Initiativen wurden neben der Infrastruktur auch eServices entwickelt und getestet. Danach wurde ein integrierter Ansatz zur ländlichen Entwicklung auf der Basis von Breitband vorgestellt, bei dem verschiedene strategisch ausgewählte eServices aus unterschiedlichen Politikfeldern (z.B. Gesundheit, Bildung, Logistik etc.) so orchestriert werden, dass die Entwicklung einer Region gefördert wird. Abschließend wurden einige Handlungsempfehlungen für die Umsetzung eines solchen Ansatzes gegeben und auf die Rolle der Wissenschaft bei der Umsetzung eingegangen.

V.5 Potsdam, 22.04., IfG.CC: Zukunftstag 2010 für Mädchen und Jungen in Brandenburg

"Türen auf für clevere Mädchen und Jungen" hieß es am 22.04.2010 beim IfG.CC in Potsdam.

Interessierte Jungen und Mädchen hatten die Gelegenheit, beim IfG.CC Näheres über den anspruchsvollen Arbeitsalltag eines eGovernment-Forschungsinstituts zu erfahren. Vorgestellt wurde u.a. die tägliche Arbeit von WissenschaftlerInnen aus den Disziplinen Verwaltungs-, Politik-, Wirtschaftswissenschaften und Informatik. Neben einem einführenden Vortrag zum Thema eGovernment und einer Führung durch die Forschungseinrichtung wurden Einblicke in typische Tätigkeiten beim IfG.CC gegeben, insbesondere in die Arbeitsbereiche Forschung, Beratung und Schulung.

In diesem Jahr wurde der so genannte MoBüd-Koffer, den das IfG.CC zusammen mit der Stadt Potsdam in einem Projekt entwickelt hat, vorgestellt. Mit Hilfe dieses Koffers, lassen sich Bürgerdienste mobil anbieten.

Insgesamt nahmen 5 Mädchen und 5 Jungen im Alter von 12-18 Jahren das Angebot wahr. Diese Resonanz und das positive Feedback veranlassen das IfG.CC dazu, dass wir uns im nächsten Jahr wieder an dieser Aktion beteiligen werden.

K.1 Bern, Schweiz, 07.04.-09.04, 14. IRSPM-Symposium 2010: eGovernment-Panel, Vortrag zum Thema "Managing e-Government in Times of Crisis"

Vom 07. bis 09.04. fand in Bern, Schweiz das diesjährige IRSPM-Symposium statt, das zu den international anerkanntesten Konferenzen im Bereich Public Management/Public Governance gehört. Zusammen mit Prof. Miriam Lips (Professorin für eGovernment in Wellington, Neuseeland) hat Prof. Dr. Tino Schuppan zum dritten Mal in Folge das eGovernment-Panel geleitet. Vorgestellt wurden im Panel Forschungsergebnisse aus Japan, Neuseeland sowie aus den europäischen Staaten. So wurde beispielsweise Themen behandelt wie: Die Auswirkung eines ERP-Systems auf die Prozesse und die Arbeitswelt von Mitarbeitern in der Italienischen Verwaltung; der Beitrag der Informationsteilung zwischen staatlichen Organisationen zur Verbesserung von Outcomes bei Sozialen Diensten in Neuseeland; und die Rolle von Netzwerken bei der Verbreitung von Innovativen eGovernment Praktiken.

Der Vortrag „The Territorial Dimension in the E-Government Era: Experiences from German Public Administration” von Prof. Schuppan am 07.04. beschäftigte sich mit den Implikationen des zunehmenden Einsatzes von Informationstechnologien in der Verwaltung für deren Territorialität. So können bestimmte IT-Funktionen zu einer Territorialisierung oder einer Deterritorialisierung beitragen. Die Deterritorialisierung oder Entörtlichung durch eGovernment hat jedoch Grenzen, da die Territorialität der Verwaltung nicht nur in Verbindung mit ihren Aufgaben und Arbeitsprozessen besteht, sondern auch eine starke emotionale und identitätsstiftende Funktion hat.

In Zusammenarbeit mit dem United Nations Division for Public Administration and Development Management hält Prof. Dr. Tino Schuppan, wissenschaftlicher Leiter des IfG.CC, einen Vortrag zum Thema „eGovernment – Does it Work in Developing Countries“ vor der Plenarsitzung des Expert Group Meeting (EGM) im Rahmen des 2010 World Summit of the Information Society Forum (WSIS Forum). Das EGM findet zum Thema “Citizen and Ministry Capacity Building for E-government in Developing Countries - An Economic Imperative” am 13-14. Mai in Genf statt. Der Vortrag von Prof. Schuppan wird vor allem die Frage der Potenzialen und erforderlichen Rahmenbedingungen für eGovernment in Entwicklungsländer behandeln.

Das WSIS-Forum bringt Stakeholder aus Verwaltung, Wissenschaft, Wirtschaft und NGOs zusammen, um eine Bestandsaufnahme und neue Ansätze für die weitere Umsetzung der WSIS-Ziele zu formulieren. An dem EGM nehmen international führende Experten aus Wissenschaft und Verwaltung teil, um sich mit grundlegenden Herausforderungen bei der Umsetzung der WSIS Ziele auseinanderzusetzen.

Die Zusammenarbeit zwischen dem IfG.CC und United Nations Division for Public Administration and Development Management ist Ergebnis eines bereits länger stattfindenden Austausches. K.2b Preview: Genf, Schweiz, 13-14.05., World Summit of the Information Society Forum 2010: Speak on the Subject of “eGovernment – Does it Work in Developing Countries”

In Cooperation with the United Nations Division for Public Administration and Development Management, Prof. Tino Schuppan, Scentific Director of the IfG.CC will be speak on the Subject of “eGovernment – Does it Work in Developing Countries” before the Plenary Session of the Expert Group Meeting (EGM) of the 2010 World Summit of the Information Society Forum. The EGM, entitled “Citizen and Ministry Capacity Building for E-government in Developing Countries - An Economic Imperative” will take place on May 13-14 in Geneva. Prof. Schuppan’s presentation will focus on the potentials of eGovernment and the framework conditions necessary for its implementation in developing countries.

The goal of the WSIS forum is to bring stakeholders from government, academia, the business sector and NGOs together to assess the current state of achievement of the WSIS goals and to develop a common approach to reaching these goals. At the EGM a selected circle of leading experts from academia and government, drawing upon their highly specialized knowledge and experience, come together to consider more crucial, fundamental challenges to the implementation of the WSIS.
The IfG.CC is seeking speakers for the EGM who would be interested in presenting their approaches and strategies for developing eGovernment competencies in the public sector. Speakers from developing countries are especially welcome. Speakers on the Web 2.0 and social media for developing countries and ICT Investment for eGovernment and achievement of the MDGs are also being sought. 2. Schwerpunktthema des Monats: e-Government Südlich der Sahara / e-Government in Subsaharan Africa

Wenn in Industrieländern von eGovernment gesprochen wird, wird selten an Subsahara-Afrika gedacht. Diese Länder sind jedoch in Bezug auf eGovernment nicht zu unterschätzen, auch wenn die Projekte vom Umfang oder Kosten her häufig deutlich kleiner als die in Europa oder Nordamerika sind. Viele afrikanische Länder wissen inzwischen auch, dass die gezielte Ausrichtung auf die konkreten Bedürfnisse des jeweiligen Landes wichtig und Lösungen aus den Industrieländern nicht einfach übertragen werden können. Des Weiteren haben i.d.R. afrikanische Länder den Vorteil, dass keine Legacy-Systeme bestehen, die in die neue Lösung integriert werden müssen, was die Umsetzung erleichtern kann. So hat beispielsweise Malawi eine erfolgreiche eHealth-Akte für nur $1 Mio. einführen können, also mit deutlich weniger Kosten als vergleichbare Projekte in Industrieländern.

Zwischen den Ländern gibt es auch große Unterschiede – und einen Wettbewerb untereinander. Zu den afrikanischen Vorreitern in eGovernment gehören z.B. Südafrika und Mauritius aber auch die Kapverdischen Inseln und Botswana. Aber insgesamt bildet Afrika weiterhin das Schlusslicht in den weltweiten eGovernment-Benchmarks. Hieran sind unter anderem Infrastrukturprobleme schuld, aber auch Kompetenz- und Finanzierungsprobleme.

In dieser Ausgabe des Infobriefs geben wir anhand einer Auswahl von Meldungen einen Überblick über die aktuelle eGovernment-Entwicklung in Afrika, von der Einführung von Telezentren und Kartensysteme in Kenia und Sambia über eHealth-Strategien in Gabun und Malawi, bis hin zu Infrastrukturproblemen in Nigeria und Uganda.

2.1 Kenya: Govt to deliver ID cards

Cards to ensure that Kenyans are eligible to vote in the forth coming referendum.  Speaking to the media, the Minister for Immigration Otieno Kajwang said that the funds would be spent on production of new ID cards and the delivery of ID cards to their respective applicants at the location levels.

"We will use the Provincial Administration, which has offices countrywide at the grassroots level, to issue IDs in locations," says the minister. "We want all Kenyans eligible to vote to take advantage of the new initiative so that they can beat the deadline for voter registration," he added. Weitere

2.2 Zambia adopts multipurpose ID cards

Zambia has become the first country in eastern and southern Africa to introduce multipurpose electronic national registration cards that will be used for voting, accessing banking services and as driving licenses. Zambia and Kenya were embracing information technology as a means to protect integrity of their voting systems and to showcase their ability to use technology for development.

The Zambian cards will offer users anywhere in the country access to an array of services including online banking. Zambian Minister of Home Affairs Lameck Mangani said the new technology will be synchronized with banks to allow people with bank accounts to have access to their accounts anywhere and anytime. The United Nations Development Program (UNDP) is funding the project at a cost of $15 million while the Zambian government will only contribute 10 percent of the total cost.

2.3 Zimbabwe expected to pass the ICT Bill

Despite its economic crisis, Zimbabwe’s ICT Bill, which would pave the way to improved ICT services in the country, is awaiting approval from the cabinet, before going to the parliament for further scrutinity. If approved, the ICT Bill will put in place a new strategic ICT plan for the country, launched in February.

According to SciDev.Net, Nelson Chamisa, Zaimbabwe’s ICT Minister, said the Bill’s five-year plan would unify ICT strategies in the country, aim to develop further the ICT infrastructure and enhance the capacity to produce hardware and software locally. The Bill also addresses e-business, e-government, cyber security and ICT investments issues, promising to change the face of ICT industry in Zimbabwe.

2.4 Malawi’s $1 million eHealth miracle

Ontario has spent a decade and more than $1 billion on eHealth — a grand scheme to computerize the health records of everyone in the province. The result to date: Almost zip.

Malawi, an impoverished country in southeast Africa, has the records of 1.1 million patients in computers that can be accessed by doctors and health professionals in 10 locations around the country. The total cost: $1 million.

It’s all thanks to a Canadian aid worker named Gerry Douglas. While a parade of consultants in Ontario have billed taxpayers hundreds of thousands of dollars for lavish meals and for entertaining each other, Douglas has never taken a penny in salary from the non-profit organization he founded, Baobab Health Trust.

2.5 Gabon: Pilot phase of e-Healthcare project begins

The first phase of deployment for national e-health cards is taking place one year after Gabon national health care body, CNAMGS, announced the selection of Gemalto as its official supplying solution for cards, personalization services and ID verification systems.

Gemalto’s Sealys Laser-Secured card product is partnering with Allynis Issuance operated services to deliver the new e-Healthcare project to the entire Gabonese population. The Sealys Laser-Secured card is made of polycarbonate material which offers a high level of security and durability. The cards will be used in hospitals, pharmacies and health clinics to prove that an individual has access to care while also ensuring that individual’s data is kept private and secure.

2.6 Namibia: Deputy minister admits to slow progress on ICT

The new Information and Communication Technology (ICT) Deputy Minister, Stanley Simataa, has told Parliament that Namibians have not yet reaped the benefits from modern information technology, but the Namibian government will soon put out clear strategies and targets for this sector.

"Our Ministry will soon use the outcomes of a conducted ICT infrastructure audit to develop a co-ordinated ICT infrastructure rollout strategy with clear targets and timelines," Simataa said during the budget debate. He said benefits still had to be reaped as the country continue to acknowledge the potential of ICT without making concerted efforts to locate ICT at the centre of our developmental efforts". "As Government, we are yet to see the full benefits of migrating to e-governance. Our businesses, particularly the SME sector are yet to maximise on the potential of e-business. While the IT sector had made big strides in expanding access to ICT, the nation was still faced with low Internet penetration in rural areas", added Simataa.

2.7 Uganda: Internet cable project stopped

The National Information Technology Authority has stopped the laying of the Internet cable over reports of poor quality and inflated costs. The three-phase project, which was meant to be ready by now, has been mired in controversy since it started in 2006. The cable is meant to be linked to the submarine cable that arrived at the East African coast recently and to provide faster and cheaper Internet access to Uganda.

However, experts say the project will not deliver on the objectives because of the poor quality of the cable. Experts also said Uganda was spending far more on the “inferior” cable than what Rwanda spent on a superior one. Uganda, it emerged, was using the G652 type instead of the G655 which would enable fast transmission and to take care of future growth.

2.8 Nigeria not Internet hungry

ICT experts are concerned about Nigeria’s disinterest in the Internet.

Speaking at the annual Digital Sense Africa Forum held in Lagos, Ibukun Odusote, former chairperson of the Presidential Inter-Ministerial Committee on the World Summit on Information Society (WSIS) said the country needs massive, cheap high speed Internet to further progress and improve the country’s access to connectivity.

“The global average broadband penetration is 30 per cent. But in Nigeria we have one per cent broadband penetration out of the estimated seven per cent of internet access, but what is this compared to the US, South Korea and global broadband penetration?”, argued Lanre Ajayi, President, Nigeria Internet Group (NIG). Ajayi drew a comparison to nations like United States and South Korea, where broadband penetration had grown to 53% and 90% per cent respectively.

2.9 Zambia: Usage of ICTs bridges rural-urban divide-RB

Enhanced usage of information communication technologies (ICTs) can help bridge the rural-urban divide and promote development, President Rupiah Banda said as he commissioned the first-ever Government-funded community telecentre in Mongu.

Speaking at the launch of the Limulunga Multi-purpose Telecentre, which is located at the Lozi plateau capital of Limulunga, President Banda said ICTs played an important role in national development.

The telecentre comprises various equipment, among them computers, a state-of-the-art photocopier, a scanner, fax machine and a digital camera. It will provide Internet services, computer training and other services. 2.10 Kenya rolls out digital village project

Kenya will boast of five digital villages by the end of the year, as part of an ambitious plan by government to boost connectivity in the country.

Kenya’s telecom operators, Safaricom, Telkom Kenya, Zain Kenya and Essar telecoms, have been tasked with implementing the digital villages plan. “For the last three years we have been talking about rolling out digital villages in the country but it has not picked up due to delays in financing that we were to get from the World Bank. However we have now asked the telecommunication operators to roll them out as a way of meeting the universal access Fund obligation”, said Bitange Ndemo, information permanent secretary at CCK.

The investment, valued at $200,000 for the Nairobi-based control centre and around $10,000 per site, comprises installation of transmission dishes, tower constructions and connectivity. All digital centers will have Internet access, scanners and between 10 to 20 computers. KDN wil also set up smaller digital Kiosks, running up to 5 computers at a divisional level.

2.11 Botswana: Kudos to Labour ministry

The Botswana Ministry of Labour and Home Affairs has turned over a new leaf! It launched the Immigration and Citizenship system as part of a computerisation wide project known as Immigration and Citizenship System (ICS). The aim, according to the ministry, is to implement an integrated approach and it will address various needs such as visas, residence permits, permanent residence, citizenship, investigation and repatriation. This has been a sore area with applicants waiting, in some cases, for as long as three years to be assisted.

The system that has been put in place is said to be very secure and has a surveillance system to monitor subversive activities. The system could react in real time to prevent unauthorised transmission of confidential information, too.

2.12 Namibia: Government and private sector join hands on ICT

A new structural expansion of Namibia Ministry of Information and Communication Technology (MICT) will be effected to strengthen government's capacity to promote information and communication technology in the country.

It is anticipated that the country will have a submarine fibre optic cable along the Atlantic Ocean for its own broadband for broadband connectivity. Similarly, great strides have been made to extend ICT services to rural areas through multipurpose centres. India is assisting Namibia with a satellite programme to bolster e-education and e-health. Equipment has already arrived and is being set up at the University of Namibia, the Polytechnic and at health centres.

3.1 Brandenburg: Autokennzeichen bleibt bei Umzug gültig

Wer ab dem 12.April 2010 innerhalb Brandenburgs in einen anderen Landkreis verzieht oder den Betriebssitz verlegt, kann sein bisheriges Autokennzeichen behalten, teilte am 06.04.2010 die Sprecherin des Finanzministeriums in Potsdam mit. Für die Kraftfahrzeugsteuer bleibe in diesem Fall das bisherige Finanzamt zuständig. „Zieht man zum Beispiel von Potsdam nach Brandenburg um“, so die Sprecherin Ingrid Mattern, „kann man das Kennzeichen „P“ behalten, für die Kraftfahrzeugsteuer bleibt weiterhin das Finanzamt Potsdam zuständig“. Der gewohnte Ansprechpartner im Finanzamt sei weiterhin zuständig, erteilte Einzugsermächtigungen für die Kraftfahrzeugsteuer müssen nicht geändert werden.

3.2 Brandenburg: Schnelles Internet in der Uckermark geht in Betrieb

Der Ausbau der Breitbandversorgung in ländlich geprägten Regionen Brandenburgs macht weitere Fortschritte. Ministerpräsident Matthias Platzeck nahm gemeinsam mit dem Geschäftsführer Technik der Vodafone D2 GmbH, Hartmut Kremling, den UMTS-Mobilfunkstandort Kleptow im Amt Brüssow (Uckermark) feierlich in Betrieb. Die Anlage ist Teil eines umfassenden UMTS-Versorgungsnetzes der Firma Vodafone im gesamten Landkreis, das vor allem den Haushalten und Gewerbetreibenden in der ländlich geprägten Region einen schnellen und preiswerten Zugang zum Internet ermöglicht.

3.3 Cloud Computing für die Berliner Verwaltung

Zur Optimierung der internen Arbeitsprozesse, steht der Berliner Verwaltung künftig eine Cloud-Computing-Lösung zur Verfügung. Der neue Service, entwickelt vom IT-Dienstleistungszentrum Berlin (ITDZ Berlin), ermöglicht den Behörden die flexible Auslagerung von Speicherkapazitäten in das Data-Center (Rechenzentrum) des IT-Dienstleisters. Auch komplette Programme, etwa eine Mailsoftware, kann die Verwaltung nach Bedarf über Cloud Computing nutzen. Die Wartung und die Aktualisierung der Software erfolgt zentral im ITDZ Berlin. Cloud Computing kann zur Kostensenkung im öffentlichen Bereich beitragen, denn die Abrechnung erfolgt nach tatsächlicher Nutzung der Ressourcen. Die Sicherheit gewährleistet der ausschließliche Datenaustausch über das Berliner Landesnetz.

4.1 Deutschland: Bundesregierung zieht positives Fazit des De-Mail-Tests

Das Anfang Oktober 2009 in Friedrichshafen gestartete Pilotprojekt für die Bürger-E-Post De-Mail ist nach Einschätzung des Bundesinnenministeriums (BMI) erfolgreich abgeschlossen worden. Insgesamt haben sich den Angaben zufolge 812 Einwohner aus der Testregion beteiligt und eine De-Mail-Adresse beantragt. Damit seien die Erwartungen leicht übertroffen worden. Der Statistik nach nahmen auch 40 Unternehmen, Kammern und Behörden unterschiedlicher Größe an der Testphase teil. Das entspricht laut Hochrechnungen des Innenministeriums 400 weiteren Pilotierungspartnern.

Das Thüringer Umweltministerium fördert den Ausbau der Breitbanderschließung in Thüringen im Jahr 2010 mit rund 2,5 Millionen Euro. „Der ländliche Raum darf nicht abgehängt werden. Deshalb brauchen wir auch in den Landgemeinden einen Zugang zum Breitbandnetz“, sagte Thüringens Umweltminister Jürgen Reinholz.
Zurzeit liegen 30 Förderanträge von Landkreisen, Gemeinden bzw. Gemeindeverbänden zum Ausbau der Breitbandinfrastruktur vor. Summarisch werden damit 1,7 Millionen Euro Förderung beantragt.

4.3 Deutschland: Erster Green-IT-Tag der Bundesverwaltung eröffnet

Die IT-Beauftragte der Bundesregierung, Staatssekretärin Cornelia Rogall-Grothe, hat am 14.04.2010 in Berlin den ersten Green-IT-Tag der Bundesverwaltung eröffnet. In ihrer Rede hob die Schirmherrin der Veranstaltung die Bedeutung von Green-IT für den Bund hervor: "Der nachhaltig energieeffiziente Einsatz von Informations- und Kommunikationstechnik muss in jeder Organisation eine bedeutende Rolle in der IT-Steuerung und IT-Planung einnehmen, damit wir das gemeinsame Ziel, den Energieverbrauch bis 2013 um 40% zu reduzieren, erreichen. Hier sind nach den nunmehr vorliegenden Zahlen bereits deutliche Fortschritte festzustellen. Diesen Weg müssen wir konsequent weiter gehen."

4.4 Deutschland und USA integrieren Biometriekontrollen

Das US-Ministerium für Heimatschutz (DHS) hat mitgeteilt, dass Deutschland sein "Trusted Traveler"-Programm gemeinsam mit den US-Behörden weiterentwickeln möchte. Vertreter des DHS und des deutschen Innenministeriums unterzeichneten eine entsprechende Absichtserklärung.

Bei diesen Programmen können sich Vielreisende mit ihren biometrischen Daten anmelden und sich einer Prüfung durch die Sicherheitsbehörden unterwerfen. Werden sie von den Behörden für unbedenklich erklärt, können sie die Schlangen bei der Einreise in die USA umgehen, indem sie sich selbst an automatisierten biometrischen Kiosksystemen prüfen.

4.5 Deutschland: Elektronische Gesundheitskarte: finaler Neustart

Die Gesellschafter der Projektgesellschaft Gematik, die für die Einführung der elektronischen Gesundheitskarte (eGK) zuständig ist, haben sich in Berlin auf eine Neuausrichtung des gesamten Systems geeinigt. Leistungsträger (Krankenkassen) wie Leistungserbringer (Ärzte, Zahnärzte) werden danach jeder für sich die volle Zuständigkeit in Teilprojekten bekommen. Diese müssen nicht länger den allgemeinen Konsens berücksichtigen. Nicht gelöst wurde allerdings die wichtige Frage nach der freiwilligen oder zwangsverordneten Online-Anbindung der Arztpraxen. Hier wird erwartet, dass die Bundesregierung eine Gesetzesinitiative startet.

4.6 Deutschland: Die D115 überwindet Barrieren

Bundesinnenminister Dr. Thomas de Maizière und Bundessozialministerin Dr. Ursula von der Leyen starteten am 26. April in Berlin gemeinsam mit dem Präsidenten des Deutschen Gehörlosen-Bundes e.V., Rudolf Sailer, das 115-Gebärdentelefon. Damit steht ab sofort das Angebot der D115 mittels Gebärdensprache und Videotelefonie nun auch gehörlosen und hörbehinderten Bürgerinnen und Bürgern zur Verfügung. Die Möglichkeit, mit der einheitlichen Behördenrufnummer 115 verlässliche Auskünfte und Hilfestellungen der öffentlichen Verwaltung unabhängig von lokalen und verwaltungsinternen Zuständigkeiten zu erhalten, nutzen Bürgerinnen und Bürger ohne Hörbehinderung bereits seit über einem Jahr.

5.1 EU-Einigung bei elektronischer Rechnung

E-Rechnung soll Papierrechnung gleichgestellt werden

Die EU-Finanzminister haben sich darauf geeinigt, dass elektronische Rechnungen aus umsatzsteuerlicher Sicht künftig mit Papierrechnungen gleichgestellt werden. Nach einer derartigen Gleichstellung spielt die Art der Übermittlung keine Rolle mehr. Lästiges Reklamieren unvollständiger Rechnungen entfällt, da es bei strukturierten Rechnungen möglich sein wird, dass Software das Fehlen von notwendigen Rechnungsbestandteilen automatisch erkennt und beim Absender automatisch reklamiert. Auch die langwierige Suche in Papierarchiven entfällt dadurch.

5.2 UK: E-government is not a financial cure-all

Pushing public services online can save money – but for the system to be effective, there must be better data sharing

When all else fails, reach for the "e". Both the prime minister and the chancellor of the exchequer have cited e-government to explain how they are going to cut the cost of public services, but not their quality. The current buzzword is "smarter government", but the basic concept has been policy for a decade, since Tony Blair's first e-envoy, Alex Allan, unveiled the national e-government strategy in April 2000.

5.3 Russia to launch state e-mail service for people by year end

Russia will launch a state e-mail service by year end that will allow its people to communicate with bureaucrats via Internet, reports here said..

"The e-mail service would be launched by the end of year and would be operated by Rostelecom a subsidiary of state-run telecom giant Svvyazinvest," Telecom Minster's aide Ilya Massukh was quoted as saying by CNews.ru IT news portal.

The service comes in addition to recently-introduced State Services Portal (SSP), that accepts online applications for a number of services provided by the government.

5.4 Romania: IT&C projects for Priority Axis III – ITC for the public and private sectors

The Romanian Ministry of Communications and Information Society has so far funded 176 projects worth nearly RON 626 million for Priority Axis III – ITC for the public and the private sectors of the 2007-2013 Increasing Economic Competitiveness Sectoral Operational Programme, the ministry reports.

Out of the total financed projects, 128 were submitted by private beneficiaries and 45 by public authorities. The total value of the 128 projects from the private sector stands at RON 8.9 million (for an eligible total of RON 6.8 million), while the worth of the public sector projects stands at RON 617 million (for an eligible total of RON 506.3 million).

5.5 Bulgaria: First biometric passport issued

On 29 March 2010, the Bulgarian Minister for Transport, Information Technology and Communications, Aleksandar Tsvetkov and the Deputy Prime Minister and Interior Minister, Tsvetan Tsvetanov, gave the green light to the release of new generation travel documents which contain biometric data.

According to the press release of the Ministry of Transport, Information Technology and Communications, the new passports meet all international requirements.

5.6 Schweiz: Volle Wartezimmer trotz Telemedizin

Telemedizin ist ein boomendes Geschäft. Dieses Jahr rechnen die beiden grossen Anbieter Medgate und Medi24 mit bis zu 8000 Anrufen pro Tag. Tausende Wehwehchen und einfache medizinische Fälle lassen sich auf diesem Weg erledigen. Trotzdem nehmen die Arztbesuche nicht ab.

Fast sechs Mal pro Jahr gehen Schweizerinnen und Schweizer im Schnitt zum Arzt - Tendenz steigend. Gemäss Krankenkassenverband santésuisse haben vor allem Spitalambulatorien immer mehr tun. Gleichzeitig explodiert die Zahl der Anrufe in den Callcenters: Allein Medi24 führte letztes Jahr rund 400'000 Beratungen durch, doppelt so viele wie noch 2006.

Various initiatives by the Polish Government, coupled with funding from the European Union (EU), have been driving the adoption of IT systems by the healthcare sector. The acceptance of the Euro as Poland's currency is set to further fuel IT funding by the EU in the country.

New analysis from Frost & Sullivan (www.healthcareIT.frost.com), Social and Economic Benefits of Healthcare IT in Poland, finds that Poland ranks below the Organisation for Economic Co-operation and Development (OECD) average in terms of healthcare spending per capita. However, efforts to modernise the healthcare structure are set to galvanise the uptake of IT systems by the healthcare sector.

Plans for information system, check-up kiosks, wearable devices

The National Electronics and Computer Technology Centre (Nectec) is stepping up its development of knowledge bases and intelligent tools to support its Healthy Thailand project, which is expected to be complete in 2018.

The aim of the project is to increase the awareness and monitoring of personal health issues and to generally improve the quality of life for Thai people on the basis of smart health and smart living. Nectec deputy director Asanee Kawtrakul said the agency's work on the Healthy Thailand project began several years ago and would continue for another eight years. It will provide healthcare services of international standard as well as developing core technologies and intelligent tools to reduce costly imports.

6.2 India: Govt upgrading immigration services with ambitious project

The government has decided to upgrade and modernise the immigration services in the country with an ambitious Mission Mode Project (MMP) under the National e-Governance Plan.

Titled 'Immigration, Visa and Foreigners Registration and Tracking', the project aims at developing a secure and integrated service delivery framework to enhance security and facilitation in the visa issuance process, strengthen the immigration function besides fortifying the foreigners registration processes for effective tracking of foreigners.

6.3 North Korea launches medical videoconference network with help of WHO

North Korea formally launched a medical videoconference network aimed at giving smaller, rural hospitals access to specialists in the capital Pyongyang with the help of the World Health Organization.

WHO has been providing cameras, computers and other equipment to North Korea to help the reclusive, impoverished country connect a main hospital in Pyongyang with medical facilities in 10 provinces. The system is designed to allow doctors to talk to each other to provide additional services to rural patients.

6.4 Japan's green government cloud

Speaking at FutureGov’s last Government Cloud Forum in Singapore, Hideaki Sugiura, Director, IT Project Office, Commerce and Information Policy Bureau, Ministry of Economy, Trade and Industry (METI), shared several cloud computing projects which the Japanese government has initiated.

The Kasumigaseki Cloud integrated the data centres of different public sector ministries, reducing excess resources and maintenance of individual systems. METI developed a web site for its national ‘Eco-Points Programme’ in three short weeks by using cloud computing technology.

The web site supported close to five million online applications from citizens and corporations within live months of its launch. METI launched a web site called the ‘Idea Box’ for citizens to post ideas, comment, or cast votes on e-government programmes in real-time. Using cloud technology, the web site supported 698,457 page views, 1063 users, 456 posts, 1250 comments and 7041 votes in one month.

6.5 Jordan: Call centre to handle citizens' complaints

In a bid to improve and expedite public sector services, a call centre was launched in April to receive complaints and suggestions regarding the performance of public entities.

The centre, which is directly connected with liaison officers at the country's 130 ministries and public entities, enables citizens and non-Jordanians living in the Kingdom to lodge complaints and comment on any services provided by public entities.

Those who have any complaints or suggestions regarding public agencies may now dial up the National Call Centre (NCC) at 06 5008080 from 8:00am until 3:00pm Sunday-Thursday, and specialised teams will register the complaint or the suggestion, Minister of Public Sector Development and Minister of State for Mega-Projects Imad Fakhoury said at the launch of the service.

6.6 Philippines: Credit cards, debit cards, cash cards can now pay for online govt transactions

Payments for online government transactions can now be made through credit cards, debit cards, cash cards and mobile-phone wallets for various fees, charges and other assessments from online government transactions with the issuance of the joint administrative order by the Department of Finance (DOF) and the Department of Trade and Industry (DTI) governing this.

Trade Secretary Jesli Lapus and Finance Secretary Margarito Teves have signed DTI-DOF Joint Department Administrative Order (JDAO) 10-01, entitled “Guidelines on the Use of Access Devices for Payment of Fees, Charges, Assessments and Other Revenues Due to the Government through the Electronic Payment and Collection System (EPCS) of a Government Entity.”
