The federal government, states and industry will have to collaborate in order to achieve a health care system made up of interoperable local and regional networks, Health and Human Services secretary Michael Leavitt said today.

HHS will first request that states determine the privacy and security problems that could impede interoperability as they digitize health care information. For example, privacy and security regulations under the Health Insurance Portability and Accountability Act provide baseline safeguards, but a number of states have more stringent requirements. Variations in privacy and security standards can impede interoperability, Leavitt said.

Effective information sharing is key to government's ability to work effectively across organizational boundaries, but achieving that level of effectiveness isn't easy. Agency heads and programs managers are finding that information needed to plan, make decisions and act is often held outside their own organizations, maintained in disparate formats and used for widely different purposes.

Changing the current situation is crucial for the long-term success of digital government, according to Sharon Dawes, director of the Center for Technology in Government. "Think about all the things we want to achieve with e-government: for citizens, high-quality services that are customer-centric, flexible and convenient; for our society, a government that works intelligently and efficiently in all its functions -- from environmental protection, to social welfare to homeland security," she said. "Success in all of these depends on our ability to share information and processes across boundaries."

The Office of Management and Budget wants private-sector companies to offer human resources and financial management services to agencies under the administration’s “lines of business” initiative. Now only pre-selected agencies are providing such services to other agencies under the initiative to consolidate information technology systems and administrative services across government.

OMB’s plan calls for the private sector to join the competition for human resources work as early as September and for financial management work by the next fiscal year, Tim Young, associate administrator at OMB’s Office of E-Government and Information Technology, said May 3.

IRS officials should not rely on the data in some of their recent business cases to manage and fund IT projects, inspector general auditors have found.

A new review says IRS business cases did not report costs accurately or comply with federal requirements and agency guidelines.

The tax agency disagreed, saying auditors did not accurately portray some agency actions that played only a minor role in decision-making. IRS said it has started to fix reporting problems, which it will complete later this year when fiscal 2007 budget submissions are due.
