A.1 Deutschland-Online-Vorhaben „Kfz-Wesen“: Wissenschaftliche Begleitung der Umsetzung - Evaluierung der Pilotvorhaben
Das IfG.CC ist mit der Evaluierung des Projektes Kfz-Deutschland Online beauftragt wurden. Hierzu wurde die erste Datenerhebung hessischen Landkreis Marburg-Biedenkopf durchgeführt und die dortige im Hinblick auf Effizienz, Effektivität und Bürokratieabbau untersucht. Seit März/April 2010 haben Bürger des Landeskreises Marburg-Biedenkopf die Möglichkeit, ihre Adresse im Fahrzeugschein nach einem Umzug direkt bei der Anmeldung im Einwohnermeldeamt ändern zu lassen. Des Weiteren werden technische Änderungen an Fahrzeug direkt bei der zuständigen Technischen Überwachung Hessen (TÜH), einer Landesbehörde, in die Fahrzeugpapiere eingetragen. Bisher mussten die Behörden noch der Abnahme technischer Änderungen anschließend noch die Zulassungsstelle aufsuchen.
Die Evaluierung ist Teil der so genannten Stufe 1 der Gesamtumsetzung des Vorhabens "DOL Kfz-Wesen", bei der in zwölf Regionen in Deutschland ausgewählte Zulassungsprozesse bzw. -teile so neu gestaltet wurden, dass es für die Bürger bereits z.T. schon möglich ist, ein Fahrzeug – ohne die Zulassungsstelle aufzusuchen – an, um- oder abzumelden. Als weitere Lösungen wurden u.a. in den einzelnen Regionen der Einsatz des neuen Personalausweises und eine neue Logistikkette für die Lieferung von Fahrzeugdokumenten und Kennzeichen zum Bürger erprobt. Aus den Ergebnissen der Evaluation sollen Handlungsempfehlungen für eine Weiterentwicklung (der Stufe 2) abgeleitet werden. Die Stufe 2 sieht vor, dass ab 2014 die Kfz-Zulassung vollständig elektronisch abgewickelt werden kann. Die herkömmliche Möglichkeit der Kfz-Zulassung bleibt weiterhin erhalten.

A.2 EU-Projekt "Egoprise": Modellierung von Prozessketten
Im Rahmen des EU-Projektes "Egoprise" ist das IfG.CC mit der Modellierung von Prozessketten zwischen Wirtschaft und Verwaltung beauftragt worden.
Hauptziel ist es, für ausgewählte Länder des Ostseeraumes Prozesse zwischen Unternehmen und Verwaltung Prozessketten zu identifizieren und zu modellieren, um so Modernisierungspotenziale im Kontext von eGovernment aufzuzeigen. Für die Erarbeitung und Darstellung der Prozessabläufe wird die Government Process Modeling Notation (GPMN®) verwendet, die am IfG.CC entwickelt wurde. Sie besteht aus vordefinierten und wieder verwendbaren Prozessbausteinen, die speziell auf die Belange öffentlicher Verwaltungsprozesse abgestimmt und für eine organisatorische Ersterhebung besonders gut geeignet sind. Die einheitliche Prozessmodellierung in mehreren Ländern mit einer einheitlichen Methodik ermöglicht es dann auch, Prozessabläufe in den jeweiligen Ländern miteinander zu vergleichen, länderübergreifende Optimierungspotenziale zu identifizieren oder in der weiteren Entwicklung ggf. auch Lösungen zu transferieren.

A.3 EU-Projekt “COMPAT.eGov.de“
Im März diskutierten am IfG.CC eGovernment-Experten des EU-Forschungsprojektes COMPAT.eGov.de (Competency Assessment and Training for the Uptake of eGovernment Services by Public Authorities) in verschiedenen Workshops, welche Fähigkeiten, Fertigkeiten und Wissensanteile (Kompetenzen) in der Verwaltung notwendig sind, um die öffentliche Leistungserbringung neu zu gestalten.
An den Workshops in den Ländern der Projektpartner (Bulgarien, Deutschland, Griechenland und Rumänien) nahmen eGovernment-Experten aus der Verwaltung, Wissenschaft und Beratung teil. Der Praxispartner auf deutscher Seite, das IT-Kompetenzzentrum der Senatsverwaltung für Inneres und Sport Berlin, organisierte den Workshop am 23. März 2011 in Berlin.
In den Workshops diskutierten die Teilnehmer die Ergebnisse der Online-Befragung zu neuen erforderlichen Kompetenzanforderungen. U.a. anhand von use-cases und Anwendungsmöglichkeiten von Kompetenzmodellen wurden die Befragungsergebnisse validiert und vertieft.
Die Erhebungsergebnisse bilden die Grundlage zur Entwicklung eines umfassenden Kompetenzmodells für eGovernment.
Das internationale Projekt steht unter gemeinsamer Leitung des Lehrstuhls von Prof. Dr. Wagner (Beiratsmitglied des IfG.CC) der Universität Potsdam und dem IfG.CC. Die Projektfinanzierung erfolgt durch das Lifelong Learning Programm – Leonardo da Vinci – der Europäischen Union. Ziel des Forschungsprojektes ist es, Veränderungen der Kompetenzanforderungen an die Beschäftigten vor dem Hintergrund von eGovernment zu untersuchen. Ein besonderer Fokus liegt dabei auf den Akteuren, die an der Gestaltung und Umsetzung der neuen Strukturen mitwirken.

V.1 Belgien, Leuven, 09.03.2011: Vortrag „Umsetzung Einheitlicher Behördenrufnummern in EU-Staaten“
Während seines Forschungsaufenthaltes am Public Management Institut an der Universität Leuven hielt Prof. Tino Schuppan am 09.03. einen Vortrag zur Umsetzung Einheitlicher Behördenrufnummern in EU-Staaten. Die Veranstaltung fand im Rahmen eines Forschungskolloquiums am Public-Management-Institut statt. Diskutanten waren u.a. die Leuvener E-Government-Forschungsgruppe sowie Prof. Christopher Pollitt und Prof. Geert Boukaert, die zu den renommiertesten Public Management-Forschern in Europa gehören. Insbesondere wurde diskutiert, wie E-Government stärker in die Public-Management-Forschung integriert werden kann und welche relevanten Forschungsfelder sich hieraus ableiten lassen.
Am Leuvener Institut arbeiten mehr als 40 Wissenschaftler im Bereich Public Management/E-Government. In Deutschland gibt es keine vergleichbare Konzentration von Forschungskapazität und Wissen.
Ziel des Forschungsaufenthaltes ist es u.a., einen Austausch in Forschung und Lehre zwischen dem IfG.CC und dem Public-Management-Institut zu etablieren. Insbesondere soll die europäisch vergleichende Forschung vorangebracht werden. Herausragende Entwicklungen in Belgien, die näher untersucht werden sollen, bilden beispielsweise die Crossroad Bank für Unternehmen, der die Datensteuerung von Unternehmensdaten obliegt.

V.2 Potsdam, 15.03.2011: Vortrag "Open Government und Bürgerbeteiligung"
In einem Workshop der Potsdamer Stadtverwaltung zur Verbesserung der Bürgerbeteiligung hat Heidrun Müller, wissenschaftliche Mitarbeiterin am IfG.CC, einen Vortrag zu Open Government und Bürgerbeteiligung gehalten. Teilnehmer waren u.a. der Potsdamer Oberbürgermeister, Jann Jacobs, der Leiter seines Büros, der Pressesprecher und die Leiterin der Öffentlichkeitsarbeit der Potsdamer Stadtverwaltung. Im Workshop wurden Ziele und Instrumente (Stadteilkonferenzen, Web 2.0, Online-Mediation etc.) diskutiert, mit denen Bürgerbeteiligung in der Stadt Potsdam verbessert werden kann. Dabei ging es um Stadteilkonferenzen.
Aufgabe des IfG.CC war, die aktuellen Diskussionen zu e-Partizipation und Open Government in die bisherige Entwicklung der Bürgerbeteiligung einzuordnen und Hinweise für die Umsetzung von e-Partizipations-Instrumenten in kommunalen Verwaltungen abzuleiten. Vorgestellt wurden dazu u.a. die Hamburger Projekte zur Beteiligungsplattform. Die bisherigen Erfahrungen zeigen insgesamt, dass sich auch im "Zeitalter von Web 2.0" die Bürger nur beteiligen, wenn sie sich mit den Themen identifizieren. Zudem erfordern Social Media-Anwendungen einen Kulturwandel in der öffentlichen Verwaltung, da sie u.a. die Art der Kommunikation verändern.

K.1 Dublin, Irland, 11.-13.04.2011: 15th IRSPM Conference 2011
Seit vier Jahren unterstützt das IfG.CC das eGovernment Panel der IRSPM in Dublin, Irland.
Vom 13. bis zum 15.04.2011 findet in Dublin/Irland das 15. Forschungssymposium der "International Research Society for Public Management" (IRSPM) zum Thema "Value, Innovation and Partnership" statt. Wie bereits in den vergangenen Jahren wird Prof. Dr. Tino Schuppan zusammen mit Prof. Miriam Lips (Professor für eGovernment, Victoria University of Wellington, Neuseeland) den Panel Track zu eGovernment leiten, das in diesem Jahr unter der Überschrift "E-Government, Public Sector Reform and Innovation" steht.
Panel-Beiträge konnten u.a. zu folgenden Themenbereichen eingereicht werden: Strategies for ICT-enabled public sector reform; Managing institutional change related to e-Government initiatives; Joined-Up Government and network management. K.2 Dar es Salaam, Tanzania, 25.-27.05.2011: eLearning Africa 2011 Conference
The IfG.CC supports the eLearning Africa 2011 Conference which will take place from May 25th - 27th 2011 in Dar es Salaam, Tanzania.
Over 40 per cent of Africa’s population is younger than 24 years old. 198 million Africans, 20 per cent of the continent’s population, are aged between 15 and 24 – the largest percentage of young people anywhere in the world. Children (under the age of 15) account for another 20 per cent. eLearning Africa 2011 will focus on this group and its huge potential.
The annual eLearning Africa conference is the key networking venue for practitioners and professionals from Africa and all over the world. eLA is the largest gathering of eLearning and ICT supported education and training professionals in Africa, enabling participants to develop multinational and cross-industry contacts and partnerships, as well as to enhance their knowledge, expertise and abilities.
An exhibition and demonstration area accompanies the programme, where leading international eLearning manufacturers, suppliers and service providers present their latest products and services.

K.3 Yasmine Hammamet, Tunesia, 09.-11.06.2011: Worldwide Symposium on E-Government
The IfG.CC supports the Worldwide Symposium on E-Government in Yasmine Hammamet, Tunesia.
The rationale behind this Symposium is the follow up on the 2005 Tunis WSIS agenda and road map. One of the Symposium's main objectives is to deal with the essential and indispensable role played by governments aiming at further developing electronic exchange between the administration, the private sector and civil society, with the framework of common professional goals. At this stage, the action of governments consists not only in setting up the legal framework and the adequate technical environment but also in being very attentive to the needs expressed by the various economic agents insofar as electronic administration is concerned.
Based on a practice of economic intelligence and e-government practices and observations, the aim is to achieve e-Government by developing peer collaborations and solidarities at the international level. For a number of years, an e-customs service with a universal vocation (Asycuda) has been designed and set up in many countries, however this initiative has remained an isolated one. Other initiatives could stem from the Symposium. They would provide an important help to countries whose size and budget cannot allow to cover all of the e-government development axes evolving with the pace of technological progress while maintain clear goals and objectives dictated by good government practices.
For this reason, the Symposium will envisage, following its works the conditions of its periodical holding on the different continents of the globe, as well as those propitious for the development of an authentic peer based e-collaboration , thus breaking away with the isolation of highly qualified cadres, whose services cannot easily because of budgetary reasons- reach a critical mass..

E.1 10 Jahre IFG.CC - 10 Jahre eGoverment-Forschung aus Deutschland / 10 years IfG.CC – 10 years eGovernment research from Germany
Vor mehr als 10 Jahren entstand an der WiSo-Fakultät der Universität Potsdam die Idee zur Gründung eines Instituts für eGovernment. Konkreter Anlass dafür war das vom Land Brandenburg geförderte Forschungsprojekt "Electronic Local Government" (eLoGo), das seinerzeit eines der größten eGovernment-Forschungsprojekte in Deutschland war. Im Rahmen des Projektes sollten neue Formen der Leistungserbringung im ländlichen Raum entwickelt und erprobt werden.
Parallel dazu war der Aufbau eines Wissenschafts- und Fachnetzwerkes für eGovernment vorgesehen. Das nahmen die damals Projektbeteiligten – unter anderem Professoren und Mitarbeiter der Universität Potsdam – zum Anlass nahmen, um ein Institut zu gründen, was die Geburtsstunde des "Institute for eGovernment" (IfG.CC) war. Es wurde als „Competence Center“ mit dem Ziel gegründet, an einer Stelle konzentriert neues eGovernment-Expertenwissen zu entwickeln, zu bündeln und weiterzugeben. Dabei stand das IfG.CC von Anfang an der Universität Potsdam für die Lehre und Forschung als Partner im Bereich eGovernment zur Seite.
Seit seinem Bestehen hat das IfG.CC mehr als 50 nationale und internationale Projekte ausgeführt, zahlreiche wissenschaftliche Veröffentlichungen und Studien für die Praxis erstellt sowie konkret die Verwaltung bei der Umsetzung unterstützt. Themen waren beispielsweise Prozessketten, E-Government in Afrika, Mobile Bürgerdienste, Prozessmodellierung, Shared Service Center, Einheitliche Behördenrufnummern, Fusion öffentlicher IT-Dienstleister, Kompetenzen für E-Government, EU-Dienstleistungsrichtlinie um nur einige Beispiele zu nennen.
Innerhalb von 10 Jahren hat sich das IfG.CC mit seiner interdisziplinären Ausrichtung, wobei der Schwerpunkt in der Kombination von Verwaltungswissenschaften und Informatik liegt, ein Alleinstellungsmerkmal nicht nur in Deutschland erarbeitet.
Ohne ausgeprägte wissenschaftliche Neugier, konsequentes Gestaltungsdenken, hohes fachliches Interesse an eGovernment und Verwaltungsmodernisierung und auch Leidenschaft für die Modernisierung der Verwaltung aller Beteiligten wäre der heutige Entwicklungsstand des Instituts nicht zu erreichen gewesen.
Wir bedanken uns bei unseren Auftraggebern, unseren Mitarbeitern, Unterstützern und uns Wohlgesonnenen, die alle dazu beigetragen haben, dass wir in diesem Jahre dieses Jubiläum begehen dürfen.

Die Vereinigten Arabischen Emirate (VAE), in denen ca. 4,7 Millionen Menschen leben, ist eine Föderation von sieben autonomen Emiraten, darunter Abu Dhabi und Dubai.
Im Wirtschaftssektor des Landes ist das Internet ein zentrales Medium für Handelsbeziehungen. Das förderte das staatliche Interesse an einem schnellen Ausbau der erforderlichen technischen Infrastrukturen. Die Eröffnung von „Dubai Internet City“ im Herbst 1999 steht für die erfolgreiche Umsetzung von eCommerce in der Region. Die Idee von „Dubai Internet City“ ist, dass sich möglichst viele innovative Unternehmen an einem Ort ansiedeln, die sich mit dem Internet sowohl technologisch als auch kommerziell als Handelsplattform befassen. Im Fokus hatten die Initiatoren den gesamten südasiatischen und afrikanischen Raum.
Ähnlich konsequent wurde in den Vereinigten Arabischen Emiraten die Einführung und Entwicklung von eGovernment vorangetrieben, vor allem in Abu Dhabi und Dubai. Bereits im Jahr 2003 wurde der elektronische Personalausweis mit biometrischen Merkmalen – unterstützt vom französischen Biometrik-Spezialist SAGEM – in den VAE eingeführt. Im Jahr 2007 realisierte Abu Dhabi, das größte Emirat der Vereinigten Arabischen Emirate, eine umfassende eGovernment-Plattform. Unterstützt wurde es dabei u.a. von eGovernment-Spezialisten aus Deutschland. Über das eGovernment-Portal werden allen Bürgern, Einwohnern und Unternehmen sowie der Verwaltung des Emirats gegenwärtig 115 E-Services zur Verfügung gestellt werden, u.a. aus den Bereichen Bauen, Straßeninfrastruktur, Gesundheitswesen und Geodaten.
Wie in keinem anderen Land der Region (mit Ausnahme von Israel) kann der Bürger in großem Umfang elektronische Dienstleistungen nutzen. Im e-Government Survey des United Nations Department of Economic and Social Affairs (UNDESA) 2008 rangierten die VAE auf Rang 32 von 192 untersuchten Ländern; im Vergleich zur Erhebung im Jahr 2005 war dies eine Verbesserung um zehn Plätze. Die Vereinigten Arabischen Emirate haben eine der höchsten Internet-Nutzungsraten im Nahen Osten, wobei die Angaben über Penetrationsraten zwischen 50 und 75 Prozent schwanken. Die UN-Behörde hebt im Survey vor allem das Ministerium für Arbeit der VAE als herausragendes Beispiel für einen One-Stop-Shop hervor. Dort können Anträge elektronisch ausgefüllt, eingereicht und Zahlungen mit Kreditkarte geleistet werden.
Der Stellenwert von eGovernment wird u.a. auch dadurch deutlich, dass in Dubai, als eines der weltweit wenigen Länder, ein unabhängiges eGovernment-Department gegründet wurde, das in über 30 staatlichen Einrichtungen eGovernment-Initiativen steuert und koordiniert.
In dieser Ausgabe des Infobriefs möchten wir Ihnen aktuelle eGovernment-Themen und-Projekte in den Vereinigten Arabischen Emiraten vorstellen. Darunter u.a. die elektronische Registrierung von ausländischen Handelsvertretungen und ein Projekt für sichere Transaktionen im Internet mittels Personalausweis. Zudem wurde ein mHealth-Projekt in den VAE gestartet. Im Fokus dieses Projektes stehen chronische Krankheiten wie Diabetes: der Patient kann nicht nur seine Blutzuckerwerte an seinen behandelnden Arzt senden; der Arzt kann den Patienten auch elektronisch an die Einnahme der Medikamente erinnern. In einer späteren Phase sollen auch Körper-Scans übertragen werden. Weiterhin haben die Vereinigten Arabischen Emirate Leitlinien für Social Media und E-Partizipation entwickelt, um die Kommunikation zwischen Bürger, Unternehmen und Verwaltung via Twitter, Facebook, oder Youtube zu erhöhen.

The Dubai government was definitely thinking, “Lets make this easier” when they created eGovernment ePay, an electronic payment system that enables payment of public utility fees and fines, using credit cards. As simple as this may seem, this effort will streamline the process. Already, it has generated Dhs 2.5 billion. In general, it’s usually an unpleasant experience taking time to go to a government facility to pay bills or fines and this clearly is a tool that people will regularly use.

2.2 Dubai eGovernment organizes workshop for government departments on asset management
As part of a series of workshops for key users of its Government Resource Planning (GRP) systems in government departments, Dubai eGovernment successfully concluded a workshop on automated tracking of government owed assets. The GRP system contains comprehensive functions to track the life cycle of an asset, starting from the day it is purchased to the day it expires or is sold.
Bin Humaidan added: "We are connecting government departments within a structure governed by a common GRP system that provides a comprehensive network for communication and exchange of information while maintaining the privacy of each department. Most entities are using this system in place of their earlier systems which were working in isolation resulting in lack of coordination among government entities."

2.3 E-registration for commercial agencies starts
The Ministry of Economy has launched the first phase of registering the commercial agencies electronically in line with its strategies and programmes aimed at enhancing services, facilitating processes and enhancing the customer experience by saving time and effort.
UAE Minister of Economy, said: "This initiative is part of the Ministry's efforts to strengthen the business environment of the country, and enhance its competitiveness on a global scale. 2.4 Electronic chip in national ID card lasts five years, Eida says
The Emirates Identity Authority (Eida) has fixed a five-year validity for Emiratis' national ID card because of the five-year life span of the electronic chip in the card, the authority said in a statement.
In a meeting attended by centre and Eida officials, the authority gave an update on the progress achieved in the project and the time-frame for the remaining work. The technical work of the project is expected to be completed by the end of April this year. The strategic objective to activate the electronic ID application project is to facilitate secure online transactions across the UAE through verifying the identity of the user and the beneficiaries of the services, said the Eida statement.

2.5 UAE prepares for Government 2.0
With almost half of its population owning Facebook accounts, the UAE government has released a set of policy guidelines for social media usage by its government departments.
The introduction to the document states that social media tools “have eclipsed the static, publish-and-browse Internet and become a new force that could shape the future of governments through reinventing their structures and public services”. It says that the popularity of social media sites has been increasing rapidly, and that the number of subscribers at Facebook alone has exceeded 500 users.

Overshadowed by the glitz of more consumer-friendly applications ‘mobile health’, or mHealth, has quietly been taking the world by storm, as synergies grow between the telecommunications and healthcare industries.
Now, mHealth is all set to make its debut in the United Arab Emirates with an agreement between etisalat and Swedish telecommunications major, Ericsson. In a recently announced Memorandum of Understanding, Etisalat will deploy Ericsson’s Mobile Health platform in the UAE, allowing medical professionals to remotely monitor the health of adult and paediatric patients using mobile technology.

The Municipality of Abu Dhabi City has added two more services to the list of its online services through its portal (www.adm.gov.ae), namely Application for Search Certificate on Land Status, and Application for Property Evaluation Certificate.
Thus, raising the Municipal e-services raise to 115, allowing the public to register and request the services of Town Planning, Infrastructure and Municipal services; making it easier for them to avail themselves of these services wherever and whenever they need it, in an effort to streamline and simplify the procedures and saving time and efforts.

Brandenburgs Polizei soll noch in diesem Jahr die ersten interaktiven Funkstreifenwagen erhalten. Der Zentraldienst der Polizei startete die Ausschreibung für 30 Fahrzeuge. Die Fahrzeuge der Transporterklasse sind je zur Hälfte für den Einsatz bei der Autobahnpolizei und im Wach- und Wechseldienst bestimmt. „Mit der Beschaffung dieser Fahrzeuge beginnt für die Polizei unseres Landes ein neues Zeitalter. Durch die schrittweise Einführung interaktiver Funkstreifenwagen wird auch die vollständige Vorgangserfassung im Fahrzeug ermöglicht und die Präsenz der Polizei in der Fläche erhöht. Im Kreis Viersen erhalten Anrufer der einheitlichen Behördenrufnummer 115 ab sofort Auskünfte über das 115-Servicecenter der Stadt Dortmund. Mittlerweile können damit rund 15,3 Millionen Einwohner in den Modellregionen die 115 nutzen.
Zusätzlich schließen sich auch weitere Bundesbehörden dem D115-Verbund an, u. a. das Bundesamt für Justiz, das Kraftfahrt-Bundesamt und das Bundesamt für Wirtschaft und Ausfuhrkontrolle. Rund 75 Bundesbehörden werden sich bis Ende 2011 am 115-Service beteiligen.

4.4 Bundesrat winkt De-Mail-Gesetz durch
Der Bundesrat hat das lange umkämpfte, vom Bundestag bereits Ende Februar abgesegnete "Gesetz zur Regelung von De-Mail-Diensten" passieren lassen. Ein Änderungsantrag aus Brandenburg fand in der Länderkammer keine Mehrheit. Die Regelungen können so nach der Unterzeichnung des Gesetzes durch den Bundespräsidenten und der Verkündung im Bundesgesetzblatt schon in wenigen Wochen in Kraft treten.
De-Mail-Nutzer sollen künftig rechtsverbindlich mit Behörden und Unternehmen sowie untereinander kommunizieren können. Dabei soll der Komfort der herkömmlichen E-Mail mit dem Sicherheitsniveau des gedruckten Briefes verbunden werden.

4.5 Elektronische Gesundheitskarte kann in Sachsen starten
Die gesetzlichen Krankenkassen, kassenärztlichen und kassenzahnärztlichen Vereinigungen Sachsens haben sich auf eine Rahmenvereinbarung zur elektronischen Gesundheitskarte (eGK) geeinigt, die allerdings noch unterschrieben werden muss. Danach erhalten die Ärzte und Zahnärzte eine Kostenpauschale von 355 Euro für ein stationäres und 280 Euro für ein mobiles Lesegerät. Zusätzlich gibt es für die Aufwendungen bei der Installation und Anpassung der Praxissoftware einmalig 215 Euro.
Mit der Rahmenvereinbarung versteht sich Sachsen als Vorreiter bei der Einführung der eGK, die im vierten Quartal 2011 von den Krankenkassen ausgegeben werden soll.

5.2 Italien: Südtirol: Bürgerkarte: Es geht los – Lesegeräte werden ausgegeben
In Südtirol geht die Verteilung der rund 400.000 Gesundheitskarten an die Bevölkerung zu Ende. Dank eines Chips wird die Karte zur Bürgerkarte Südtirol, dient also als Schlüssel für den Zugang zu den Online-Diensten der öffentlichen Hand. Damit sie als solcher funktionieren kann, muss sie allerdings aktiviert werden.
Die Online-Dienste, die dank der Karte in Anspruch genommen werden können, werden in den nächsten Wochen Schritt für Schritt freigeschaltet. 5.4 Netherlands: DigiD Authorise system improves digital identity privacy
The Dutch Government has introduced a new system, DigiD Authorise (DigiD Machtigen, in Dutch), which will enable tighter privacy in the use of citizens' Digital Identity (DigiD), it was announced on 28 February 2011. The Tax Administration (Belastingdienst, in Dutch) has been the first user of the system.
The Dutch are able to access an increasing number of online services offered by Dutch government agencies by using their DigiD. However, DigiD is as personal as the PIN of a debit card, and so it is important not to share it with others.

5.5 Austria: eMedikation to be launched in April 2011 in three pilot regions
'eMedikation', i.e. electronic prescriptions as the first large-area of Austria's Electronic Health Record ('ELGA' - Elektronische Gesundheitsakte, in German) project, will start on 1 April 2011 in three pilot regions.
Documents and medical findings such as laboratory and radiological results, discharge letters, and medication data should be saved, if they are required for the treatment and care of patients. The data must be updated and relevant, so they will be deleted after a certain period of time (six months or three years), with possibilities of extension. Furthermore, patients' wills and powers of attorney can be stored.

French doctors will be entitled to bill the government for some medical services provided over the phone at the same rate that they invoice for services provided in their offices or hospitals, under new French legislation aimed at promoting the use of telemedicine and redressing regional inequities in the availability of medical services.

6.1 Tanzanians challenged to be ready for e-services soon
Tanzanians should be ready to utilise the National Broadband Backbone network to improve their lives and change the way they do business, the minister for Communications, Science and Technology Prof Makame Mbarawa Mnyaa, said here.
Inspecting the progress of the construction of phase II of the National Information Communications Technology Broadband Backbone infrastructure (NICTBB) in Lind and Mtwara, Prof Mbarawa said that fast, efficient and cheap data traffic through the broadband will facilitate the delivery of diverse services, such as e-education, telemedicine, e-agriculture, e-commerce, and e-governance to the remotest areas in the country.
“This will be quite a revolution because it was hitherto impossible to deliver such ultra-modern services to rural Tanzania. The shortage of, say, teachers will now be the thing of the past since a single teacher would be able to teach more than one school at the same time through the Internet,” he told reporters.

6.2 South Korean City opens Mobile App Centre
The Busan Metropolitan City, South Korea’s second largest metropolis with about 3.6 million residents now has a mobile application development centre as part of the government’s drive towards becoming a smart city.
The City Government has launched an innovation centre called Busan Mobile Application Development Centre (BMAC) to operate as an application store for developers to create, test and host city services.
The BMAC, which is built in association with Cisco and Korea Telecom marks the first phase of the city’s deployment of Smart+Connected Community (S+CC) services.
“Busan is an advanced city and among the first to adopt the ubiquitous city (u-City) concept in Korea. Because of its ICT infrastructure, Busan has decided to move faster toward becoming a green u-City,” said Hur Nam Sik, mayor of Busan, in a statement.

The Institute of Public Administration Australia has produced a new policy paper addressing some of the fundamental questions about issues and challenges facing governments around Australia and proposing a number of principles and recommendations to guide their responses.
Prepared by the IPAA's Submissions Standing Committee under the leadership of Martin Stewart-Weeks, the paper "The Future Course of Modern Government" recognises the need for some fundamental rethinking but not at the expense of replacing existing systems and proven practices.
According to the paper, some of these systems and practices would disappear over time, but there were certain underlying issues of public administration that were perennial challenges which any new public governance and management frameworks had to accommodate.

6.4 US: New Jersey: Lincoln Park looking to finalize shared services for the Health Department
The municipality is looking at its options to expand upon its shared-service agreements, and it is coming closer to an option to take care of its Health Department needs for the near future while saving the borough money.
The borough administration briefly mentioned at a work meeting in March that Lincoln Park has been considering several shared service options due to Health Officer Pat Pignatelli's announcement that he would be retiring.
Although nothing has been etched in stone, Borough Administrator Sean Canning mentioned to the Borough Council that there is a possibility of sharing health services with neighboring Montville, which has expressed interest in working with the borough.
If the agreement were finalized, the borough could potentially save up to $63,000 a year starting in 2012, Canning said.

6.5 Philippine Trade dept sets rules for digital signature registration
The Philippine Department of Trade and Industry (DTI) has presented rules for the registration of digital signatures allowing officials to verify their identity online in e-government transactions.
Applicants should submit registration authority documents such as birth certificate printed on security paper, a taxpayer identification number, one unified multi-purpose identification compliant card before the digital signature can be issued, stated the department administrative order 11-01.
The rules will guide the implementation of Executive Order (EO) 810 series of 2009 which aims to provide government transactions online in a secure manner and empowers all agencies providing e-government services to process requests for such digital signatures.

6.6 India: Single portal to streamline procurement on cards
In the coming days, all government procurements would be streamlined and every vital information related to such procurements may be posted on a ‘single procurement portal’.
Also, aggrieved parties may get to file a complaint and ask for a review if procedures are breached.
A committee formed for looking into issues involving public procurement policy, standards and procedures, is likely to propose that a single procurement portal should be developed on the lines of e-governance programme MCA 21, and all the procurement-related details should be posted on the portal for all the suppliers to see.
On the policy front, the committee thinks that while there should be legislation based on the world’s best practices of procurement, the government should issue ‘a public statement of intention’ in respect of such procurements, sources said.
“We are discussing if there should be something called a “procurement portal, a single procurement platform, so that if the supplier wants to see who has won the bid, on what grounds etc, he should be able to. This will maximise the competition,” the sources said.

Am 14. April 2011 findet zum neunten Mal der „Zukunftstag für Mädchen und Jungen im Land Brandenburg“ statt. Unter dem Motto „einBlick in Deine Zukunft“ wird er im Rahmen des bundesweiten Girls’ Day unter Federführung des Arbeitsministeriums durchgeführt.
Dieser Aktionstag dient der Förderung der Chancengleichheit zwischen Mädchen und Jungen in Ausbildung und Beruf. Jugendliche der Jahrgangsstufen 6 bis 9 sollen lokale Ausbildungsmöglichkeiten, zukunftsfähige Berufsfelder und die praktische Arbeitswelt erkunden.

7.2 14.04., Deutschland: 11. Girls'Day - Mädchen-Zukunftstag 2011
An diesem Tag erleben Schülerinnen ab Klasse 5 die Arbeitswelt in Technik, Handwerk, Ingenieur- und Naturwissenschaften oder lernen weibliche Vorbilder in Führungspositionen in Wirtschaft und Politik kennen. In mittlerweile zehn Jahren Girls’Day – Mädchen- Zukunftstag haben mehr als eine Million Mädchen zukunftsorientierte Berufe erkunden können, in denen Frauen bisher noch unterrepräsentiert sind.
In diesem Jahr findet der Girls’Day zum elften Mal statt. Durch die spezifische Ansprache von Mädchen unterstützt er positive Trends in der Berufswahl von jungen Frauen. Auch Unternehmen und Organisationen profitieren, dies zeigt eine Befragung von mehr als 5.500 Organisationen, die sich am Girls’Day beteiligt haben: Je öfter ein Unternehmen am Girls’Day teilnimmt, desto größer ist das Engagement, Frauen für technische Berufe anzusprechen.

7.3 14.-15.04., Brandenburg an der Havel, Deutschland: MedPro 2011: Medizinische Prozessmodellierung
Im Gesundheitswesen folgt eine Reform der nächsten. Im Kern ging und geht es dabei fast immer darum, die Ausgaben für medizinische Versorgung zu reduzieren. Dem Spargedanken darf aber nicht die Qualität zum Opfer fallen. Für die Krankenhäuser und andere medizinische Einrichtungen, auf der einen Seite als Unternehmen betrachtet, auf anderen Seite durch eine Reihe von gesetzlichen Rahmenbedingungen reglementiert, ergibt sich das nicht leicht zu erreichende Ziel, die Effektivität zu steigern und die Qualität zu sichern.
Prozessmodellierung hat eine weitreichende Vergangenheit und Erfolge in der Gestaltung von Unternehmensprozessen aufzuweisen. Die Prozessmodellierung in der Medizin blieb dabei allerdings vor allem dem administrativen Sektor vorbehalten. Medizinische Prozesse wie auch ihre Verknüpfung in den administrativen Bereich, wurden bislang kaum betrachtet.
Die Tagung MedPro 2011 will sich thematisch genau dieser Verbindung widmen und medizinische Prozessmodellierung als Bindeglied zwischen medizinischer Arbeit und administrativen Prozessen etablieren.

Effective Public Service Delivery through ICTs
At a time when ICTs are defining the way the world lives and conducts business, it is important for governments to evolve themselves to meet the demands of changing trends in order to deliver effective services and to improve their citizenry. This also requires the formation of Public Private Peoples Partnerships to be geared towards achieving developmental goals through the application of ICTs to governance (e-governance/e-government), electoral processes (e-democracy), food and nutrition (e-agriculture), health delivery (e-health/telemedicine), learning and capacity development (e-education) and trade (e-commerce), among others.
The CTO has been organising the e-Gov forum with the objective of disseminating knowledge and creating peer networks to promote e-Governance in Africa and Asia by bringing together stakeholders with global knowledge leaders, showcasing ICT applications and raising awareness of the potentials of e-Governance.
