  • Jamaica needs to accelerate digital transformation

    The world has entered the Fourth Industrial Revolution exemplified by the fusion of the digital, biological, and physical worlds, as well as the accelerated utilisation of new technologies such as artificial intelligence, cloud computing, robotics, 3D printing, the Internet of Things, and advanced wireless technologies, among other things. If appropriately harnessed, these digital technologies hold immeasurable potential to leapfrog the socio-economic development of countries across the world. In particular, these technologies can fundamentally transform the interactions and value-added exchanges among the key stakeholders of development — governments, businesses and citizens.

  • Jamaica to be first total e-governance country in region

    Jamaica is now poised to become the first total e-government society in this region.

    This means that the country will be operating as a digital society where all public services are accessed online.

    The plan was announced Friday by Prime Minister Andrew Holness who said that a new National Identification System (NIDS) will serve as the main platform for e-governance locally.

  • Jamaica, Cayman Islands mull digital ID for more government services, PhilSys scaling up

    Authorities in Jamaica are considering linking the national identification number (NIN) to the taxpayer’s registration number (TRN) once pending digital ID legislation has been okayed, according to the Jamaica Observer. The National Identification and Registration Act (NIRA) is awaiting parliamentary approval.

    Warren Vernon, project director for the National Identification System (NIDS) was quoted as saying such a move would be for the good of the general population as the TRN is more widely used by citizens than even passports.

  • Jamaica: $87.6 Million Allocated to Government's ICT Project

    A total of $87.6 million has been allocated to the Information and Communications Technology (ICT) Project in the Office of the Prime Minister for the current fiscal year.

    As stated in the 2009/10 Estimates of Expenditure, which is now before the House of Representatives, the allocation will go towards the procurement of equipment to support e-government services and the training of staff in the use of the new equipment and services.

  • Jamaica: 550 being targeted for trade portal training

    Jamaica's investment promotions agency, Jampro, says it is targeting 550 operators of small and medium-sized businesses for training in the use of the Jamaica Trade Point portal.

    This trade facilitation portal, which was developed by Jampro in conjunction with Fiscal Services Limited, allows exporters and importers to carry out trade-related transactions online.

  • Jamaica: Community Access Points Will Reduce ICT Gap - Mullings

    Minister of Energy, Mining and Telecommunications, Clive Mullings has said that the placement of Community Access Points (CAPs) at strategic locations across the island is a direct initiative of Government to reduce the Information and Communication Technology (ICT) gap and to level the playing field for all.

    "We see CAPs as a viable solution to bridging the digital divide that leaves far too many of our people without access to information and a world of new possibilities. A number of these established CAPs are doing exceptionally well, integrating the available computer technologies to different job areas, so that even more possibilities may be exploited and explored in areas, such as music and video production, creative writing and publishing," he said.

  • Jamaica: Countries in the Region Seeking to Replicate Customs Online System

    Jamaica is hosting a best practices workshop with a group of customs personnel from Latin American and Caribbean, who will be undertaking a pilot project of Jamaica's Customs Automates Services Online System, with a view to implementing the system in their respective customs sectors.

    The system was developed by Fiscal Services Limited (FSL), a government-owned information technology company, in response to a charge by Minister of Finance and Planning, Omar Davies, for Custom's revenue generating systems to be enhanced "to be less dependent on the central government budget."

  • Jamaica: E-Commerce Bill for House today; Cyber Crimes law next

    The e-Transaction Bill which is expected to usher Jamaica into the modern era of e-commerce, is to be tabled in the House of Representatives today.

    It will represent the first in a series of regulatory measures being introduced by the government to provide a structured platform for the future development of electronic business.

  • Jamaica: E-learning pilot will target five subjects

    The Government's e-learning project is designed to improve the quality of education for Grades 7 to 11 students in 150 high schools islandwide, according to Phillip Paulwell, the Industry, Technology, Energy and Commerce, minister.

    "Our intention, through this project, is to accelerate active rather than passive learning using a range of tools such as interactive information stations, Cable TV, computer labs in schools and other materials," the minister explained.

  • Jamaica: Education Critical Element in Country's ICT Strategic Plan

    Director of Telecommunications Policy and Management at the Mona School of Business, Dr. Hopeton Dunn, has emphasized that education and infrastructure development were critical elements in the creation and implementation of Jamaica's National Information and Communication Technology (ICT) strategic plan.

    Speaking at a recent JIS 'Think Tank', Dr. Dunn disclosed that he is currently heading a team in updating and re-writing the country's national ICT strategic plan, which would be used to enhance Jamaica's social and economic development, through information and communication technologies.

  • Jamaica: Electronic Transactions Bill Tabled in the House

    The Electronic Transactions Bill, which will set out the legal framework for electronic transactions and connected matters, was tabled in the House of Representatives on Tuesday (Oct. 31).

    Actual debate on the Electronic Transactions Bill was however suspended, to allow for consultation with the Opposition on the matter.

  • Jamaica: Five Post Offices Selected for E-Services Pilot Project

    Five of the island's post offices have been selected to introduce a range of commercial and e-transaction services under a new pilot initiative being implemented by the Energy, Mining and Telecommunications Ministry.

    Speaking on (October 23) at the launch of the Public Education Programme for the Electronic Transactions Act at the Knutsford Court Hotel, Minister of Energy, Mining and Telecommunications, Clive Mullings disclosed that the five selected are Santa Cruz, Christiana, May Pen, Darliston and Port Antonio.

  • Jamaica: Gov't Accelerating Local Government Reform

    As the government accelerates the pace of Local Government Reform, three draft strategic bills have been developed and are being put through the consultative process with key stakeholders.

    These draft laws are the Local Governance Act, Financial Management Act and the (Unified Services) and Employment Act, informed Governance Coordinator in the Department of Local Government, Robert Hill.

  • Jamaica: Government Committed to Utilising Technology to Improve Governance

    Minister of State in the Office of the Prime Minister with responsibility for Local Government, Robert Montague, has said that Government was committed to utilising information communication technology (ICT), including e-commerce, to better serve citizens and improve governance.

    "The government of Jamaica is cognizant of its role in the use of technology to make the transition in better serving its citizens through seamless transactions on-line between government agencies, citizens and businesses," he stated.

  • Jamaica: Government to expand online collection

    Government is planning to use the Internet to collect more of its revenue, following a massive jump in online payment of customs duties.

    According to figures available up to April 2007, customs duties collected online amounted to $577.6 million compared to a small $10.3 million collected in April 2003.

  • Jamaica: Govt puts up $80mil to improve e-readiness

    The Information and Communications Technology (ICT) Project has been allocated $80 million.

    The allocation, which is contained in the 2006/2007 Estimates of Expenditure, forms part of efforts by the government to fast track Jamaica's e-readiness.

  • Jamaica: Govt's E-Service Programme A Success - Paulwell

    Minister of Industry, Commerce, Science and Technology, Phillip Paulwell has said that the government's e-service programme has been a success.

    Speaking at the opening of the Central Information Technology Office's (CITO) 3rd regional summit yesterday (May 9) at the Jamaica Pegasus Hotel, Minister Paulwell said that Jamaica was increasingly becoming technologically advanced, and the use of information and communications technology (ICT) had become an important part of service delivery.

  • Jamaica: Great potential for e-government

    There are signs that the government bureaucracy continues to be jolted into the modern, technologically-driven world, even if the pace is often far too slow.

    This week, there was the announcement by the tax czar, Mr Clive Nicholas, that simple, high-volume, low-value tax-related transactions, such as the payment of property taxes and traffic fines, will soon done at bill collection companies.

  • Jamaica: Health Ministry Working to Develop E-Health Infrastructure

    The Ministry of Health and Environment is working to develop its e-health infrastructure.

    Making his contribution in the 2008/09 Sectoral Debate in the House of Representatives today (June 3), Minister of Health and Environment, Rudyard Spencer, said that "e-health provides an appropriate response to the optimal use of our scarce resources."

    E-health is a healthcare practice, which is supported by electronic processes and communication, and includes clinical e-health and tele-health.

  • Jamaica: ICT Project Allocated $352 Million

    The Information and Communications Technology (ICT) project will be aided with the allocation of $352.3 million in the 2008/09 Estimates of Expenditure, now before the House of Representatives.

    This project, aims to contribute to Jamaica's e-readiness and to support the development of the ICT sector, in order to increase competitiveness, diversify exports and expand productive employment.
