New Unit to Focus on Systems Planning and Integration, Architecture, and Business Process Analysis and Reengineering

Hart InterCivic, a leader in Electronic Government (eGovernment) systems for managing public records, has created a Professional Services Organization (PSO). Hart's PSO offers a full range of professional services supporting state and local government customers who are launching eGovernment programs involving the filing, recording, processing, storage, and retrieval of public documents. "Hart has tremendous experience and expertise in the processes that keep government offices functioning smoothly," said Matt Walker, Hart InterCivic's Vice President of eGovernment Solutions. "We have more than a decade of experience using technology to improve public records management through the application of proven processes and best practices."

Hart InterCivic's records management and technical professionals have worked with state agencies, county recording offices, and a wide range of other public agencies to implement comprehensive solutions to the major challenges faced by those responsible for public records, for example security, efficiency, training, productivity, and statutory compliance. As a result, dozens of offices, coast-to-coast, are filing documents faster, imaging more effectively, indexing more accurately, and leading the transition to advanced processes such as eRecording and Web access.

Hart named Kay Kennemer to head the new PSO. Ms. Kennemer has been with Hart InterCivic for 10 years and is a Certified Document Imaging Architech (CDIA+). She has been involved in every aspect of Hart's public records management solutions. Prior to joining Hart, she was County and District Clerk for Menard County, Texas.

"Effectively implementing new applications for managing public records is much more than a technology challenge," said Kennemer. "Successful solutions consider people, processes, and technology, and require a carefully staged implementation program to ensure success. These are the services we provide to our state and local customers, serving as a partner throughout the transition to new solutions or focusing our experience on a specific challenge the office is facing."

Hart's PSO offers structured approaches to a wide range of activities, including:

  • Business Process Analysis
  • Business Process Reengineering & Workflow Redesign
  • System Configuration and Integration
  • Legacy Data (Backfile) Conversion Services
  • Data Extract and Conversion
  • Tailored Training Programs
  • Roadmaps for Legacy System Enhancement or Upgrade
Hart PSO professionals also provide assistance with the implementation and integration of cutting edge technologies, including electronic document filing, automated indexing, and other innovative applications that are moving into the mainstream of government records management.

In addition to professional services, Hart InterCivic offers tested solutions aimed primarily at the county recording office. Hart Anthem(tm) is a comprehensive electronic records management system that captures a document from initial imaging and recording through indexing, verification, archiving, and search and retrieval. Hart has added optional modules that provide customers with advanced capabilities, such as Automated Indexing, a powerful, knowledge-based application that greatly simplifies the labor-intensive process of indexing public records. Hart has also been at the forefront of electronic document management, and is a leader in the installation of eRecording systems in county government.

"We are not restricting the professional services we offer to jurisdictions that are running Anthem," added Walker. "Our experience with Anthem in dozens of implementations has given us a 'best practices' perspective that can be applied to any recording and document management process, regardless of the software vendor, platform, or information infrastructure."
