The first draft of the Vision was leased in April 2011. Announcing the new version on the AGIMO blog, the Government's CIO, Ann Steward, said the second version had been produced following input to a workshop conducted by the Secretaries' ICT Governance Board (SIGB) with a range of senior executives and academics from ICT and other industries, broader consultation and additional advice from Dr Ian Reinecke.
"A key element of the Vision continues to be active engagement with the community. Consistent with that, I am sharing this updated version with you today," Steward said.
She added: "Given that the impact of implementing this new vision falls particularly to AGIMO, David [Tune, secretary of the Department of Finance and Deregulation] and I felt it prudent to take the opportunity to look at AGIMO's existing capacity to successfully implement it...Last year David asked Ms Helen Williams AO to undertake a review of AGIMO to determine what, if any, changes might be necessary.
"Ms Williams provided her report earlier this year. It is a thorough analysis of how best to realign AGIMO's existing resources to ensure that it is well positioned to address its new tasks. Her findings demonstrated that, with some shift in focus, AGIMO is well set to lead the implementation of the Vision across the Australian Public Service. We are progressively implementing her recommendations."
Reinecke said the Vision "would benefit from a fuller account of the scope and influence of other major government projects, in particular that of the National Broadband Network (NBN). There also needs to be stronger recognition of the role of transformational projects involving several agencies in achieving the extent of cultural changes required for process and service redesign.
"SIGB [should] review current governance arrangements to ensure that it is able to draw on the expertise of the senior government officials responsible for policy and program delivery in its oversight of the implementation of the Vision. SIGB should in particular consider the formation of a dedicated strategic policy unit to provide it with advice. The formation of reference groups drawn from the APS 200 is recommended to assist SIGB in framing priority business issues that would benefit most from ICT investment."
