The National e-Health Transition Authority will publish a Specifications and Standards development plan for the $500 million personally controlled e-health record system next week.

A NeHTA spokeswoman has told The Australian the plan would be released “within the next seven days”.

The organisation recently announced a series of “tiger teams” to fast-track critical technical specifications needed for the PCEHR build.

There is a November 30 deadline for their work, with the national PCEHR infrastructure project already under way.

NeHTA has to deliver a working PCEHR system for its launch on July 1 next year.

Last month, Health department chief information officer Paul Madden said the tiger teams were confident they would sign-off the first round of specs “as ready to build” by October 31, and have the rest finalised and reviewed by the end of November.

Today, the spokeswoman said “the tiger teams are continuing to make an important contribution to the development of these specifications”.

“NeHTA specifications are published under strict release controls to ensure they meet determined requirements and have achieved the necessary and compulsory assurance steps for interoperability, clinical assurance and usability,” she said.

The spokeswoman did not comment on whether the tiger team progress has stalled.

Some of the teams are yet to meet.

The two Secure Messaging teams, which are to review and propose revisions for the secure messaging delivery, web services profile and the XML secure payload profile specifications and the endpoint location service, will meet in Melbourne on November 25 (ELS), and in Sydney on November 28 (SMD).

The Consolidated View team cancelled its first meeting on November 7 and will instead convene on November 17.

The Shared Health Summary and eReferrals teams will not meet until late November, with dates still to be confirmed.

The Repository Services team’s draft revised logical service specification will be released on November 14, while it is yet to draft an outline technical services spec.

The B2B Gateway and Template Services teams both met in October, and after circulating agendas and a “key items” document have not produced any drafts and no meetings are currently scheduled.

The Interoperability team will have a second draft of its logical service specification ready by November 18, and will hold its second meeting on November 29.

It is understood Standards Australia is still canvassing its health IT expert IT-014 committee members for volunteers to join the tiger teams.

Meanwhile, the Medical Software Industry Association has released a scathing white paper on the Healthcare Identifiers service, warning of unresolved patient safety and liability concerns.

NeHTA has defended its work record on patient safety concerns.
