Doctors treating Canberrans in an emergency will have access to their electronic medical record as part of the $90.2 million e-health program announced in the ACT budget.

The territory government has pre-empted the Federal Government's decision on a national e-health strategy for the creation of electronic health records which could cost $2 billion.

Health minister Katy Gallagher said the ACT program would completely rework the health system.

''You talk to health professionals at the moment and the most significant change you can make to the health system is the use of new technologies. It makes their job easier makes it more efficient and empowers the patient to look after their own health,'' Ms Gallagher said.

But Greens health spokesman Amanda Bresnan said she wants to see more detail about the proposal.

''There are obvious privacy concerns but I think we've got to make sure we've got to address them, especially for those people who have legitimate privacy concerns, for groups such as HIV-AIDs, mental health or women,'' Ms Bresnan said.

Ms Gallagher said the plan, which focused on four main areas personal electronic health records, updating digital hospital and healthcare infrastructures, decision support and support services would change how health professionals exchanged information and link both territory hospitals.
