The study, conducted by Japan's Waseda University, assesses the development of e-government practices around the world.
This is the first time an Asian country is leading the ranking.
The United States, which topped the list in the last four years, dropped to second place in this year's ranking.
It was followed by Sweden, United Kingdom and Japan.
The study takes into account factors such as network preparedness, interactivity and interface of the national portal, as well as the promotion of e-Government services.
E-Government refers to the use by government agencies of information technologies such as Wide Area Networks, the Internet, and mobile computing.
