At present, Document Management represents the second or third largest spend by the Public Sector outside of IT. 2004 is the target set for all Government Records to be available electronically, while the NHS target is for all new records to be held on computer by 2004/5.

Document Management is obviously one of the main supports for the Government's eGovernment initiative. However, the complexity of the Public Sector Tendering Process is a concern. The time cost alone to just enter the bidding process is, in some cases, becoming prohibitive. To address this issue, Intellect organised a meeting between Senior members of Intellect's Document Management Sector with high ranking representatives from Office of Government Commerce (OGC) and Office of Government Commerce Buying Solutions (OGCbs), including OGCbs Director of Portfolio & PSG, OGCbs Head of Best Practice Procurement and the OGCbs Special Procurements Director.

After a long and frank discussion it was agreed that there were a number of ways that Intellect and OGC can work together to improve this process:

  • facilitate the customer's understanding of Document Management and the value it can bring to the Public Sector
  • that the Public Sector use industry expertise more to produce more accurate tenders
  • to facilitate a greater understanding of the tendering process by the Document Management companies supplying into the Public Sector
A new series of meetings are being organised with OGC to take these activities forward to improve the Tendering Process for both parties.
