An increasing number of public sector organisations in Wales have been using the Government's xchangewales eAuction services since their introduction in 2009. These Most Economically Advantageous Tender (MEAT) auctions have been delivering significant benefits and savings, such as in the home-to-school transport contract category.

The North Wales Procurement Partnership (NWPP), which aims to deliver substantial benefit through increased levels of collaborative procurement, initially began working with Denbighshire and Flintshire County Councils in 2009, running eight auction events consisting of 135 different lots. Collectively, they saved £ 602 000 (approx. € 704 000)*. Subsequently, four other Authorities in North Wales (Conwy, Wrexham, Gwynedd and Isle of Anglesey) followed suit. 27 auction events consisting of 529 lots delivered savings of over £ 2.2 million (approx. € 2.5 million)*.

Following these achievements, a special interest group was set up by xchangewales to increase awareness of the benefits. The experience and realised benefits cited by guest speakers from those Authorities already running home-to-school transport auctions prompted Ceredigion, Neath Port Talbot and Pembrokeshire Councils to run similar events. In July 2011, 26 auctions comprising 640 lots brought savings of over £ 3.5 million (approx. € 4 million)*. Powys Councils are now ready to participate, bringing the total of Local Authorities taking part to 10.

Whilst it is understood that the initial run of home-to-school auctions will reap the greatest benefits, evidence shows that savings do continue. Those Councils which started auctioning in this category in 2009 are still recording average savings of 7 %, with some individually achieving savings of up to 22 %.

Quality is evaluated at the tender stage. Only those respondents who meet the quality criteria set out at this stage will advance to take part in an eAuction. This means there is no compromise in quality through the MEAT auction process.
