Glasgow City Council, Scotland's largest Local Authority, today have gone live on the eProcurement Scotl@nd Programme (ePS).

John Sherry, Procurement Programme Director, Glasgow City Council said, "Glasgow City Council is delighted to have worked in partnership with the Scottish Executive to achieve a successful and on schedule phase 1 implementation of the ePS programme. The council is confident that the ePS initiative will bring mutual advantages to the council, suppliers and the national programme. Early feedback from suppliers and end users has been extremely positive and the programme team looks forward to implementing the next phase."

The phase 1 implementation involves 5 departments, 127 suppliers and 450 users. On the initial day of the service availability Glasgow City Council raised over 200 purchase orders of 900 items, totalling in excess of 45,000 pounds sterling. Throughout 2006 Glasgow City Council plan to roll-out ePS across the remaining departments doubling the current number of users to 900 within the next three months and over 5000 within the next three years.

It is anticipated that the implementation programme will connect eProcurement Scotl@nd to the Council's existing systems to provide leading edge, on-line integrated procurement, tendering and financial processing. The programme team responsible for implementing eProcurement Scotl@nd in Glasgow is a model of collaboration and includes members from Glasgow City Council, the Scottish Executive, the Authorities Buying Consortium, Capgemini UK plc, Elcom and Serco.

Glasgow, with a population of around 600,000, is Scotland's largest city and is the commercial capital of Scotland. It is the UK's largest retail centre after London. Situated in the Central Belt of Scotland on the west coast it is easily accessible by road, rail and air. Glasgow is one of Europe's top 20 financial centres and is home to many of Scotland's leading businesses. The city is administered by Glasgow City Council with the municipal headquarters, the City Chambers, situated in George Square, at the heart of the city.

eProcurement Scotl@nd is a round-the-clock hosted e-procurement service which uses a common technical platform for use by the public sector in Scotland. Capgemini UK plc, the ePS service providers, host the service and, together with a central programme team, are tasked with managing the roll out of the service across the public sector in Scotland. It uses Elcom's hosted eCommerce platform that includes its e-procurement solution 'PECOS Internet Procurement Manager and the Elcom Dynamic Trade Centre for eTender and eAuctions.
