Giving an overview of e-governance in India, Secretary, Department of Information Technology, Shri R. Chandrashekhar said that the e-governance is an effective tool to achieve goals of development. He mentioned that the workshop offers an opportunity to learn from mutual experiences of the country in the SAARC region. Shri Chandrashekhar said that ICT is a great enabler, but technology along cannot be enough. Its adaptation and application are most important for achieving larger developmental goals. SAARC countries, therefore, need to work together to maximise the benefits to their mutual interest.
Briefing about the objectives of the workshop, Secretary, Department of Administrative Reforms and Public Grievances, Shri R.C.Mishra said that the workshop would provide a forum for sharing experiences to modernize e-governance and to ensure improved delivery system for public services. He said that e-governance is doing the job what other tools could not achieve. Initiative has to be taken to take these results to their logical ends, he emphasised.
Making a presentation on India’s initiatives in the area of land records, the Secretary, Land Resources, Smt. Rita Sinha said that efforts were being made to digitize all land records, though it is a cumbersome process but significant success has been achieved. Digitization of land maps in 20 states has already been initiated and mutation through computers is going on in 16 States. She said that within eight years digitization of land records will be initiated in all districts of the country.
The two-day Workshop of SAARC countries on e-Governance will have a special session on Computerization of Land Records and will provide holistic view of e-Governance in India to the delegates from the SAARC countries.
A platform for the SAARC delegates to deliberate with key e-Governance policy makers of India, eminent personalities from industry and academia have gathered to share their experiences and learning at this Workshop. There will be interactive sessions on Enabling Public Services through e-Governance, Process Reforms, and sharing Project Experiences in the other areas of e-Governance especially those relating to Enabling Policy Environment, Building Human Capacity and Supportive Business Environment etc. India along with other SAARC countries will endeavour to work out possible areas of cooperation such as, the preparation of e-Governance roadmap and developing the foundational infrastructure and assistance in capacity building for e-Governance. Department of Information Technology, Government of India may extend technical support to the SAARC Countries whenever needed for capacity building initiative for successful implementation of e-Governance projects to enable citizen centric services a one stop shop within affordable cost and ensuring efficiency and reliability of the services.
The Workshop will throw significant light on e-Governance initiatives being undertaken in SAARC countries and will be a forum to exchange ideas, perspectives on critical issues such as cyber security management, regulatory reforms, building human capacity in areas of e-Governance.
