The meeting reviewed reforms carried out by the administration over the past two decades to develop human resources and its relations with citizens and companies, as well as to improve its international rating, particularly in the area of administrative services and e-government.
The meeting also looked at the implementation of the content of the presidential program on modernization of the Tunisian administration, development of its performance and the quality of its services and amelioration of its relations with parties applying for its services.
In this context, President Ben Ali decided a set of new measures:
First: at the level of e-government:
- Prepare draft laws on data exchanges through the use of information and communication technologies and establish the legal framework for posting of procurement markets and national archives online.
- Upgrade basic communication infrastructure by completing the “Intranet in the administration” mechanism, and the “integrated administration” device.
- Finish off networking of all public structures in Greater Tunis before close of 2011.
- Complete the connection of all structures at the regional level before late 2014.
- Establish a timetable to put online 200 new services before late 2014.
- Update and evaluate web sites on a regular basis.
Second: regarding the administration’s relation with citizens and enterprises:
- Set up the operational mechanisms to adopt a single procedure and a unified document for enterprises’ creation.
- Devise annual sector-based programs to simplify administrative procedures and target 30% of administrative expenses, notably by reducing the number of documents, shortening deadlines and cutting costs.
- Establish sectoral indicators to gauge quality of administrative services, during the year 2011.
- Work out a program aimed to award “Marhaba” label to the reception quality for the benefit of 500 civil services before the end of 2011.
- Further lengthen the list of the cases in which the administration’s silence could be considered as an implicit agreement, while seeing to it to identify other situations.
- Extend the experience of the administrative services and rapid administration house, after assessment.
Third: regarding human resources development:
- Conduct a study on the training system within the civil service, during the first six months of 2011, in order to connect training with the various stages of the civil servant’s professional career progress, and adapt it to the requirements of modern administration and the higher-education “LMD” system (Licence-Mastère-Doctorat).
- Conduct a thorough study in matters of consecrating the principle of remuneration according to merit.
The Head of State recommended ensuring a meticulous follow-up to the materialization of these measures, notably underscoring the need to avoid administrative difficulties, favor transparency and step up efficiency of the administrative services.
