During a seminar held on Wednesday, in Gammarth (North of Tunis) on “Quality of administrative services: concepts, strategies and best practices”, Mr. Abdelhakim Bouraoui, Chief Cabinet Secretary and responsible for relations with the Chamber of Deputies and the House of Advisors, stressed President Ben Ali’s concern to promote administrative quality programs.

Mr. Bouraoui noted that the meeting is an opportunity to take cognizance of national and international experiences in terms of generalization of quality systems to all public services.

During the meeting, the Chief Cabinet Secretary stressed that the Tunisian government witnessed major reforms aimed at promoting quality, transparency, speed and flexibility, through the promotion of mechanisms of listening to the citizen (Promotion of business relations role with the citizen and call centers) and the strengthening of intelligence, information and administrative guidance, in addition to simplifying procedures, reducing delays, improving administrative services online and promoting e-government.

The Secretary General said that the 2009-2014 Presidential Program which provides for the establishment of a legal framework for e-government, aims at achieving international standards in this sector and creating an observatory on e-government and 200 new administrative services, and generalizing administrative services and remote education for the benefit of students.

Mr. Bouraoui said that the national strategy for promoting the quality of administrative services is in line with the objectives set in the 11th development plan.

“Tunisia seeks to improve the reception quality in the offices of relations with citizens through the adoption of the label “Marhaba” and its generalization at the national and regional levels”, he said.

The Chief Cabinet Secretary recalled that Tunisia achieved 73 points out of a total of 100 points in terms of indicators of quality of administration, according to the latest World Bank report for the year 2009. Tunisia, he added, aims at reaching 90 points by the end of the 2009 to 2014 period to join the list of OECD countries in terms of modernization and in improving the quality of administrative services
