Between November 2010 and 10 June 2011, 452 new online services became available on the national eGovernment portals aimed at citizens (Portal do Cidadão, in Portuguese) and businesses (Portal da Empresa, in Portuguese) respectively. In the same period, 205 existing services were restructured while 223 were removed.

This initiative aims to render the information for citizens and businesses simpler, clearer and more accessible. This has been the mission of the Agency for Administrative Modernisation (Agência para a Modernização Administrativa - AMA, in Portuguse) in collaboration with various government entities.

During the same time period, the number of services and government entities represented on the portal grew. On 10 June 2011, users could obtain information and use over 1 800 services provided by 392 and 126 authorities registered on the Citizens' portal and on the Businesses' Portal respectively.

This achievement is the result of an initiative to place public services on both portals and thus implement the Malmö Ministerial Declaration on eGovernment of 19 November 2009 and the Portuguese Decree-Law no. 92/2010 of 26 July 2010, which transposes the EU's 'Services Directive' into national law.

About six months after the launch of the initiative, the number of authorities available on the Citizens' Portal had increased by 89.6 % while that of new services had grown by 24.2 %. At the same time, 145 services were discontinued and 144 were updated. On the Businesses' Portal, the increase percentages are +14.5 % for the authorities represented, +11.6 % for the new services, while 78 services were removed and 61 restructured.

Among the services provided by both portals, some reached the fully transactional level or have been made entirely available online; users do not have to leave their home or their office to take the relevant steps. This is the case in particular for:
