The Digital Agenda 2015 seeks to improve the quality of the services provided to Portuguese citizens and businesses, through the use of new generation networks and support to the export of goods and services by the country's businesses.
According to the press release of the Ministry, the Digital Agenda 2015 comprises five intervention areas, namely:
- New generation networks (NGNs);
- Better government in terms of citizen and business access to public services;
- Excellence in education;
- Health at local level;
- Smart mobility.
The Digital Agenda contains 26 measures, some of which are currently under implementation. Key measures include:
- Commitment to ensuring universal access to broadband Internet;
- Implementation of a simplified commercial and service licensing system - zero licensing - by means of an integrated electronic register;
- Creation of the virtual mathematics tutor;
- Availability of electronic health records for all citizens;
- Creation of the 'total pass' for multimodal access to public transportation for all.
Background information:
Portugal's eGovernment drive is part of its Technological Plan, a wider effort to promote the development of the Portuguese Information Society and improve the country's competitiveness. The plan, publicly presented in November 2005, is often referred to as the 'Technological Shock' and constitutes the central piece of the Government's economic policy. It consists of a series of articulated transversal measures aimed among other things at stimulating innovation by Portuguese companies, fostering research & development activities, improving education and training, and modernising the Public Administration.
