Turkmenistan is implementing the “Concept for the Development of the Digital Economy for 2026–2028,” aimed at the innovative formation of the economy and strengthening its competitiveness. The country has adopted the laws “On Legal Regulation of Internet Development,” “On E-Government,” “On Electronic Documents,” and other regulatory acts. In 2026, declared the year of “Independent Neutral Turkmenistan – Homeland of Determined Winged Steeds,” work is underway on the National Strategy for Artificial Intelligence. AI-based technologies are already being applied in healthcare: diagnostic methods for diseases, blood analysis, and forecasting are being developed. In the agro-industrial sector, yield analysis methods are being tested. Online trade via electronic platforms and the State Commodity and Raw Materials Exchange, which provides direct access to international markets, is actively expanding. The banking system is broadening its range of services: the e-SIM service has been introduced, and QR payments and acquiring have been launched.
The Ministry of Justice has implemented software to optimize the work of civil registry offices, real estate registration, and notary services, eliminating paperwork. The Main State Museum of the Cultural Centre of Turkmenistan has launched the website virtualmuseum.gov.tm with virtual tour capabilities. In the city of Arkadag, presented as a model modern city, a 5G network has been deployed for operational management and service development.
The production complexes “Aýdyň Gijeler” and “Agzybirlik Tilsimaty” are increasing output of electronic equipment. The mobile application “Çapar Pay” allows users to book tickets, top up mobile and TV balances, and remotely pay for utility services. On the e.gov.tm portal, online payment is available for electricity, gas, water, heating, and waste disposal, while the Sanly.tm portal automates business processes of enterprises.
