Transforming Government since 2001
Regional trainings in the field of information and communication technology (ICT) under the general title "Application of ICT in public administration" have been carried out in the cities of Samarkand, Navoi, Bukhara.

Approximately 150 participants from 3 regions of Uzbekistan, representing various government institutions, departments, agencies, and local businesses, took part in these events.

The series of trainings was organized by the Council of Ministers of the Republic of Uzbekistan, Communication and Information Agency of Uzbekistan as well as the UNDP project "Assisting the Government of Uzbekistan in the formulation and implementation of ICT for development policy" (ICTP).

According to Bakhodir Ayupov, one of the organizers of the training, nowadays the modernization of public administration through the introduction of advanced information and communication technologies, which in turn assist in reducing paper-based reporting and documents circulation, is conducted in the country.

The aim of the conducted trainings is to raise awareness among public servants of various directions and global trends in ICT applications in public administration and society, as well as acquisition of practical skills in the framework of actual projects aimed at the formation of e-government and, of course, exchange of experiences.

It is worth mentioning that during the studies, ICT development process in Uzbekistan, various aspects of the deployment of information systems in public administration, legislation in this domain, as well as world experience in developing e-government along with issues of its implementation in our country were discussed.

Having said that, the trainings included sessions on a demonstration of digital signature scheme and electronic document management, as well as practical and group sessions on the fundamentals of information technology.

The main components of the training programs were such urgent topics as "World experience in developing and implementing e-government", "Status of ICT Development in Uzbekistan", "Major legal acts in the field of ICT in Uzbekistan", "Basic concepts of information resources, information systems and interactive services" and "Different methods to finance ICT development", formulated on the basis of the Academy of the UN entitled "ICT Essentials for Government Leaders ".

"This is my first time taking part in an ICT training for public servants," said a participant in the training in Navoi region Malikahon Kholova. "Previously I often heard about such a concept as "electronic government" and its implementation in state agencies, but it was still difficult to understand what it implies in general. Now, thanks to receiving examples of other countries as well as analytical discussions, I have realized that the introduction of e-government depends not only on one individual, department or single organization, but on all public institutions of the country."

In the educational process leading industry experts possessing practical experience of implementing the components of e-government in Uzbekistan were involved. At the end of the training, tests on the strengthening of skills acquired during the training were organized, while the participants were presented with special certificates.

It is important to note the training "Application of ICT in public administration" is a logical continuation of a series of ICT trainings conducted by the Communication and Information Agency of Uzbekistan in cooperation with the UN Development Programme in Uzbekistan.

Previously, such training courses were held for representatives of government agencies in Nukus, Urgench, Karshi, Termez.
