Senegal aims to raise the digital sector’s contribution to gross domestic product to 15% and create 150,000 direct jobs by 2034. To support these ambitions, the country has established a Digital Governance Committee (GouVNum), inaugurated on Friday, October 16, by Prime Minister Ahmadou Al Aminou Mohamed Lô to coordinate the government’s digital initiatives.
Operating under the authority of the prime minister, GouVNum brings together representatives from sectoral ministries and public-sector entities. The Ministry of Telecommunications and Digital Affairs serves as its permanent secretariat. The committee’s responsibilities include ensuring consistency across public-sector projects, rationalising the allocation of digital resources and strengthening information systems security.
These responsibilities fall within the framework of the New Deal Technologique, which sets out the digital component of the national transformation agenda, Senegal 2050. The strategy also targets the digitisation of 90% of administrative procedures, connectivity coverage across 90% of the country and the assignment of a digital identity to 90% of citizens by 2034.
GouVNum’s establishment is intended to better align initiatives across government agencies with these objectives. Its role will include promoting the consistent use of public resources and strengthening coordination among the institutions involved in the country’s digital transformation.
The new body follows the launch of several initiatives to modernise Senegal’s public administration. In March, the government launched seven flagship projects under the New Deal Technologique, including the e-Sénégal single service portal, interoperability between public information systems and the digitisation of administrative correspondence. GouVNum is intended to complement these initiatives by providing a coordination framework for digital projects led by different government agencies.
