The following 11 cantons have already successfully tried their electronic voting systems: Bern, Lucerne, Fribourg, Basel-Stadt, Schaffhousen, St Gallen, Graubünden, Aargau, Thurgau, Neuchâtel and Geneva. This means that 161 947 voters residing abroad are given the opportunity to vote online; this number corresponds to 3.17 % of the total Swiss electorate (5.1 million voters) and to one-third of the maximum number of voters allowed to electronic voting (10 %), according to the Federal Ordinance of 24 May 1978 on Political Rights.
In accordance with Article 27a §2, the electronic voting trials are allowed to take place on the same day in all designated areas. However, given that the elections of 3 March 2013 in the canton of Solothurn will focus on the complete renewal of the cantonal parliament, as well as the fact that the organisational conditions for using the electronic voting do not yet exist, the canton decided to forgo electronic voting this time.
Currently, nine out the 11 aforementioned cantons allow only voters residing outside Switzerland to vote electronically, whereas just two cantons - those of Geneva and Neuchâtel - allow both the voters abroad and those living with in their territories to vote online. More specifically, in the canton of Geneva around 71 700 voters living in the canton can also participate in the electronic voting trials. The canton of Neuchâtel allows a maximum of 25 000 voters residing in its territory to vote electronically.
