The European Commission has signed a contract with the consortium Equant/Hewlett Packard for the provision of the infrastructure replacing several data communication infrastructures at EU level sTESTA is the European Union's classified telecommunication network and responds to the growing need for secure information exchange between European and National administrations. In order to respond to the need for a telecommunication network serving multiple stakeholders in multiple policy areas, the European Commission, the European Council, Europol and the European Railway Agency have joined forces.. The sTESTA framework contract was awarded following a jointly launched tendering procedure. This contract will allow European and National Administrations to exchange data within several policy areas in a secured and reliable way.

Commission Vice President Günter Verheugen, responsible for enterprise and industry policy, said: “This initiative will make the EU’s electronic communication infrastructure considerably more efficient. It will enable us to better respond to the many challenges in the field of eGovernment, making our society more modern and safer.”

Commission Vice President Franco Frattini, responsible for justice, freedom and security policy, said: “This will provide a highly reliable and secure backbone to connect the new Schengen information system, which will include biometric data, and facilitate interoperability among different systems, allowing for better and swifter co-operation between national authorities and EU bodies."

sTESTA stands for secured Trans European Services for Telematics between Administrations. It is dedicated to inter-administrative requirements and is providing guaranteed performance levels and security. sTESTA will contribute to (examples):

sTESTA will provide the communication infrastructure for:

  • SIS II the new second generation Schengen Information System which is a governmental database system that will be used by all European countries for the purpose of maintaining and distributing information related to border security and law enforcement.
  • EURODAC, which is the database system which includes fingerprints of asylum applicants.
  • VIS the Visa Information System which will prevent visa shopping and improve the possibility to return illegal immigrants.
  • TACHONET the communication infrastructure for exchanging information on Tachograph Cards for trucks ()
  • CECIS the Civil Protection and Environmental Emergencies European Network (CECIS).
  • Europol which is the European Union law enforcement organisation that handles criminal intelligence.
  • The National Financial Intelligence Units for the exchange of disclosures on suspicious money transactions to the competent authorities.
  • The FADO network which is the Councils European Image Archiving System that will facilitate the exchange of information between Member States on genuine and false documents in the area of immigration and police cooperation.
