The PA telecommunications minister said Wednesday that a draft law on electronic applications would pave the way to open e-government, denying that the Palestinian Authority wished to restrict citizen's internet privacy.

Appearing on Ma'an TV show, Huquq An-Nas [People's Rights] Mashhour Abu Daqqa said his ministry had prepared a draft text which would protect the rights of Palestinians and provide a reference for electronic applications.

Neither the Palestinian security forces, nor his ministry, access private data online or block websites, he told Ma'an.

The Ramallah-based minister announced that the second Palestinian mobile network provider, Wataniya, would be available in Gaza by the end of 2011.

Talks with Israel to allow upgrade of telecommunications network to 3G connection are ongoing, he said, pledging that the new generation of connectivity would also be in place by end 2011.

Abu Daqqa said a Palestinian electronic passport has been developed, and will be rolled out soon to replace the current passport system.

Palestinians take great interest in technological development, as more than 40 percent of Palestinian houses have internet connection and more than 600,000 Palestinians have Facebook accounts, the minister said.
