The report covered 19 countries in the Arab world: Algeria, Bahrain, Egypt, Iraq, Jordan, Kuwait, Lebanon, Libya, Mauritania, Morocco, Oman, Qatar, Palestine, Saudi Arabia, Sudan, Syria, Tunisia, UAE and Yemen. The Arab Advisors Group's analysis consists of an assessment of a total of 17 national government portals for 11 Arab countries; Bahrain, Egypt, Jordan, Kuwait, Lebanon, Mauritania, Morocco, Qatar, Saudi Arabia, Syria, Tunisia and the UAE (with the emirates of Abu Dhabi, Ajman, Dubai, Fujairah and Ras Al Khaimah analyzed separately).
The Arab Advisors Group compared the main e-Government portals based on the presence of various features dealing with information availability, service delivery and public access. Seven out of the 17 Arab e-Government portals provide user online payment and also offer the user a free email account. Furthermore, 12 Arab e-Government portals offer electronic services, 9 of which offer multiple e-services and 3 offer only one e-service.
"The Arab countries' progress in e-Government services and initiatives varies widely. While in the United Arab Emirates there is a dedicated government portal for each emirate, UAE's federal government website and Syria's government portal are still under construction." Ms. Zeena Al Borgan, Arab Advisors' Research Analyst wrote in the report.
