Digital signature is a basic requirement for e-GP, he said adding the government would also introduce e-signature and the process for that is going on.
The Minister said this as the chief guest at the inaugural session of the workshop organized by the Central Procurement Technical Unit (CPTU) of the Implementation Monitoring and Evaluation Division (IMED).
The workshop titled "Procurement: A way forward to e-GP (Finalization of e-GP Guidelines) was held at the NEC Conference Room.
State Minister for Science, and Information & Communication Technology Architect Yeafesh Osman, and Country Director of the World Bank, Bangladesh, Ellen Goldstein, addressed the session as special guests with Secretary of Implementation, Monitoring and Evaluation Division (IMED) Md Abdul Malek in the chair. Director General of CPTU Amulya Kumar Debnath presided over the technical session of the workshop as part of the process of finalizing the draft guidelines for e-Government Procurement (e-GP) under the Public Procurement Reform Project-II (PPRP-II) supported by the World Bank.
Stakeholders in public procurement from both the public and the private sectors provided suggestions on the draft e-GP guidelines prepared by CPTU.
The CPTU is implementing the PPRP-II having four components such as capacity building, strengthening procurement management at the sectoral level, introducing e-GP, and communication, behavioral change, and social accountability.
The Minister said the government has already introduced e-purchase of railway ticket and e-posting of money order and admission of some public universities is now done by mobile phone.
Besides, services of a good number of public entities have been automated, he said while elaborating some of the initiatives of the present government undertaken so far.
Scheduled banks were allowed to start electronic transactions from November last year, which will pave the way for e-commerce in the country, he said adding ICT Act 2009 and ICT Policy 2009 have been approved for facilitating these efforts.
For ensuring wider access to government information and free flow of information, the Right to Information Act (RTI) has been enacted and a special project titled Access to Information (A2I) has been in implementation under the Prime Minister's Office (PMO), he said.
The government is pledge-bound to ensure transparency and efficiency in government spending and e-GP is a step forward in that direction, the minister said.
"The sooner the government purchase goes on-line, it would be better for us," he said adding Prime Minister Sheikh Hasina herself is very much keen to have the system in place.
