BEA Systems, Inc. (Nasdaq: BEAS - News), the world's leading application infrastructure software company, today announced that the General Treasury of the Republic of Chile has built and deployed a taxpayer portal on BEA WebLogic Platform(TM) 8.1. The Chilean Treasury collects all country taxes, including customs duties, corporate and personal income tax, property tax, and value-added tax (VAT) on retail sales. The portal is part of a modernization initiative intended to move the Chilean government toward paperless, electronic workflows. The portal was designed to simplify the payment of taxes, combat fraud, and assist the Treasury in identifying and collecting all the revenue it is due. The portal leverages a service-oriented architecture (SOA) that is designed to provide adaptability, reusability and agility. In addition to facilitating tax payments, the portal can support numerous government programs, such as an initiative to foster economic growth in rural areas. The initiative can help business owners receive tax credits when they invest in geographic zones that are targeted for development. Investors can apply for, and check the status of, these credits via the portal.
"In the past, we have relied heavily on paper-based processes to calculate, track and collect tax obligations," said Pamela Cuzmar, director of technology and research for the Treasury. "That made us vulnerable to everything from bounced checks to forged documents. We see e-government as a way to maximize convenience and improve service for citizens while minimizing our exposure. In fact, we've been able to expand our value to the country since deploying our BEA-powered portal. We have more efficient revenue collecting processes, and we're also reducing the cost of operations."
In 2003, the Treasury conducted a comprehensive review of infrastructure platforms on which to deploy its SOA and portal. After reviewing its options, including offerings from IBM and Oracle, the Treasury selected BEA WebLogic Platform 8.1. The selection was based on the BEA platform's openness, extensibility, and comprehensive functionality, which includes an application server, development environment, integration hub, and portal framework.
"Support for open standards, specifically Java, was mandatory," said Cuzmar. "We want the freedom to adopt new technologies and build new applications. We feel that the only way we can help ensure that we'll have the flexibility to extend our infrastructure is to leverage standards.
