The maritime companies established in Luxembourg have to deal with such formalities on a recurrent basis. A pilot project has already made it possible for a select few to go through the relevant formalities online, assisted by online service wizards (assistants de service, in French) in the business section of 'de Guichet' - (www.guichet.lu), Luxembourg's eGovernment portal - and by the CAM's electronic data processing interface.
On 'de Guichet', the maritime companies have a 'business space' which is secured by a LuxTrust S.A. certificate, and where they can save their applications, submit them to the CAM and follow up their status.
An interface allows the recovery of previously stored data on the CAM's servers for the purpose of creating pre-filled forms and reusing the information provided by the companies in the CAM's electronic management system, rendering manual encoding unnecessary.
These tools also enable interactive dialogue between the company and the public administration. For instance, in case of an incomplete application or missing supporting documents, the public body can simply return the application to the company's electronic business space, specifying which changes/additions must be made.
This marks an additional step towards the dematerialisation of the exchanges between the State and the citizens/businesses and has been initiated under the responsibility of the Ministry of the Civil Service and Administrative Reform, in close collaboration with the Ministry of the Economy and Foreign Trade and the Ministry of Small and Medium-Sized Businesses and Tourism. As a result of the involvement of all the stakeholders, a first step towards administrative simplification has been made, aimed at faster, easier and more cost effective relationships with businesses.
Following the pilot project regarding the CAM formalities, more administrative procedures should soon be made available in electronic form, and thus optimise the flow of administrative transactions, the quality of public services and the economic appeal of Luxembourg.
The CAM's online service wizards, which were designed by the State Information Technology Centre (Centre des technologies de l'information de l'Etat - CTIE, in French) are being used as pilots in the frame of the development of a transactional platform between public bodies and businesses on 'de Guichet'.
