Azerbaijan Marketing Society (AMC) which has been the partner of the World Economic Forum (WEF) in making The Global Competitiveness Report since 2006 announced the main reasons for phenomenal progress of the country in the published earlier Report for 2013-1014.

AMC chairman of board Rahim Huseynov informes that the Society, as a partner in conducting the business polls, can guarantee full objectivity of the research and rise in country competitiveness level reflects real estimations of the business environment by the business society.

“We attracted the respondents from largest, big, medium and small business in Baku and regions to participation in the research and it’s even more pleasing to see that the country grew from 46th to 39th place in global ranking, giving way only to Estonia which held 32nd place”, - Huseynov said. He also mentioned the reasons for such a progress in the country during one year.

“First of all, it’s the development of state e-services. The possibility to register an enterprise or get access to the state authorities’ services in online-regime played its part in estimation of the situation in the country by the business society. And a great merit in this success belongs to the State Agency on Public Service and Social Innovations under the President of Azerbaijan. The network of centers of simplified access to the state services (ASAN-centers) deployed by the Agency could seriously reduce corruption estimations. Though ASAN-centers still don’t provide services to commercial enterprises, the effectiveness of their activity positively affects the estimation of business environment in the country”, - Huseynov said.

He also warned against being heady with success and not to expect that this and last years progress (when the country grew by 7 and 9 levels respectively) would continue next year just by itself.

“Any global ranking is just like sport. It’s easy to grow to 60th place if you start from 80th. But it’s a much more complicated task to move upwards from a higher position. Azerbaijan is now among 40 most competitive economies in the world and now we don’t have week competitors. The country still has a real potential to rise in its level, which was noted by our respondents. By their estimations, in spite of perfect legislative base available in the country the law enforcement (realization of adopted laws) is still far from the best.” – Huseynov stated.

Data collection for making The Global Competitiveness Report 2013–2014 was completed by May 1. As a result, the WEF has recognized for the second year running Azerbaijan’s economy the most competitive one on the former Soviet Union area, except for Estonia, which has never been recognized part of the Soviet Union in the world.

Azerbaijan received 4.51 points on the Global Competitiveness Index (GCI) (against 4.41 points a year earlier) and grew from 46th up to 39th place.

Only Estonia held the higher place among the post-Soviet countries – 4.65 points and 32nd place.

Kazakhstan is the 50th with 4.41 points, Russia – 64th (4.25 points), Western democracies’ ex-favorite Georgia – 72nd (4.15 points), ex-USSR only aggressor Armenia – 79th (4.1 points).

Azerbaijan’s two nearest neighbors (Iran and Turkey) are also rated worse: Turkey with 4.45 points occupies 44th place and Iran with 4.07 points 82nd place. This year’s WEF evaluated 148 countries economies against 144 in the previous year.

It is clear that Azerbaijan is quite far from incredible 5.67 points, with which Switzerland leads, but the Republic of Azerbaijan is behind Germany (5.51 points and 4th place) only by 1 point. For the year since the previous review, Azerbaijan has won back once 7 positions from world leaders on the level of competitiveness.
