Informed sources say that the system is provided in order to improve access to state e-services and promotion of the use of digital signature in the country.
"This system will enable to use electronic digital signatures of the subscribers of mobile operators that will expand much the range of access to state e-services and the use of digital signature," the source emphasized.
In Azerbaijan, mobile penetration exceeds 105%, and it testifies that there is at least one mobile phone per citizen in the country. As a result, even those citizens who do not have access to a computer will be able to use successfully the Internet and the aforementioned services via mobile phones and the Internet.
M-government is a new form of organization of activity of public authorities, ensuring the widespread use of services on the basis of mobile technologies, a quality-new level of efficiency and convenience of services for citizens and organizations and services, as well as information on the performance of governmental agencies.
Projects in the field of mobile government cover all areas of government relations with citizens and businesses.
The world’s first data systems were introduced by the UK, Malta, Singapore, Norway, Switzerland and Finland. In London, it was a warning sent out by the police, the citizens of Malta through the system could be reminded of the need to extend the term of the documents (driver’s license, for example), in Singapore - see the results of the medical examination, in Hong Kong the system used for emergency warning, in Norway and Sweden it was possible to use text messages to confirm the correctness of the tax return, and in Finland to buy a bus ticket.
Azerbaijan also began the process of introducing a similar service, in particular the Ministry of Taxes of the country has recently announced the launch of service of notification of taxpayers through SMS.
