By Decision #142 the Azerbaijani Cabinet Ministers approved "The Rules of posting of regulatory legal acts of the Cabinet Ministers and the central bodies of executive power in E-Government portal".

Under the document, the Ministry of Communications & IT of Azerbaijan is to ensure for one month the technical capabilities for posting draft legal acts prepared by the central executive authorities and the Cabinet in E-Government portal.

The rules define the order of posting of draft legal acts by information owners, their open public and professional discussion, provision of replies to persons who took part in discussions.

Draft acts, except drafts that reflect the information restricted by legislation will be placed in specially created section of the portal from the moment of their submission for approval. Persons who wish to participate in the discussion of the draft acts must pass preliminary registration.

In order to ensure placement of draft acts in the portal it is defined a responsible person who is given an e-signature, using which it should undergo authentication.

In case of non-conformity of the draft act to technical requirements, the owner of the information should remove within one business day the deficiencies and submit it for discussion in the portal. Text of the draft act should be prepared in accordance with international standards ISO 10646 (Unicode). Complaints and suggestions on the draft act should be available only to the information owner. Discussion of draft acts, for preparation of which term of less than two months is given, should be conducted for at least 5 or 10 days, after which the draft act is removed from the portal.
