Transforming Government since 2001
The United Nations has published its latest E-Government Survey 2012: E-Government for the People.

According to the UN findings, Azerbaijan holds 96th place with index value of 0.4984 among the 106 countries surveyed. At that, the country received an index at 0.3660 on online service, 0.3033 on telecommunications infrastructure, and 0.8259 on human capital components.

South Korea proved to be the world leader - 0.9283 (online services - 1, telecommunications infrastructure - 0.8356, human capital - 0.9494), the 2nd is the Netherlands - 0.9125 (0.9608; 0.8342; 0.9425 respectively), the 3rd is the United Kingdom - 0.8960 (0.9739; 0.8135; 0.907). The fourth place belongs to Denmark - 0.889 (0.8562; 0.8615; 0.9489), and the U.S. closes TOP 5 - 0.8687 (1; 0.6860; 0.902).

The best out of the CIS countries is Russia with its 27th place and an index of 0.7345 (0.6601; 0.6583; 0.8850), and Kazakhstan - 38th place with 0.6844 (0.7843; 0.3555; 0.9134). In the South Caucasus region Georgia proved to be the leader - 72th place with 0.5563 (0.6013; 0.2328; 0.8348).

The UN did not also include Azerbaijan in TOP 20 of developing systems of electronic control of the world. It was headed by Austria, which held the 12th place with 0.8390 in the list. TOP 20 on e-government rate composes Russia and Kazakhstan as well.

By the way, the Russian example may be instructive for Azerbaijan, which developed e-government last year. Russia, which held only 59th in the world in 2011, soared by 32 points up only due to updating of statistics transferred to the UN, which earlier was not changed since 2007.
