All government agencies in Azerbaijan will soon offer electronic services to citizens and foreigners residing in the country, following a presidential decree signed on May 23, 2011.
The online portal is scheduled to launch within three months since publishing the law. Once in operation, it will allow access to services, such as applications for property ownership certificates, getting a foreign diploma recognized or arranging address registration. The cabinet of ministers has yet to determine the full scope of services that each government agency may offer electronically.
The presidential decree ensures government transparency by minimizing contact between citizens and government officials. According to Transparency International’s recent assessment, Azerbaijan requires many legal changes in order to decrease corruption in the public sector. The government introduced a series of anti-bribery laws in early 2011, and the implementation of electronic services is another measure to combat corruption.
The introduction of e-services is also foreseen to facilitate a smoother flow of information between government and citizens. Currently, individuals trying to collect information are put in a difficult position, as telephone and personal inquires are rarely answered by authorities.
