According to the minister, the system that will be used by non-governmental organizations in the elections is one component of e-government and is not subject to the Central Election Commission, respectively, has no legal force, but may help in studies of non-governmental and other public organizations in order to have an understanding about public opinion, is identical to exit-poll.
Today, the electronic voting system has no legal force, even in developed countries, Abbasov said.
System "E-voting and identification of public opinion", which has been prepared by the information and computing centre of the Ministry of Communications and Information Technologies of Azerbaijan, will be used by non-governmental organizations in the upcoming parliamentary elections.
The new system will allow voters to vote via the Internet (via website), using the PIN code of personal cards. The system guarantees the anonymity of the voting process, which is implemented by the principle "one citizen - one vote".
Electoral commissions will be equipped with uninterrupted telephone service and Internet access.
Web-cameras will be used at 500 polling stations to ensure transparency of the electoral process. The voting will be available in online, which will allow voters to track the results reported from polling stations.
The parliamentary elections in Azerbaijan are scheduled for November 7, 2010. Previous parliamentary elections were held in November 2005. Parliamentary elections in Azerbaijan are held by the majority system in 125 constituencies.
