Speaking in Nairobi yesterday, Planning Principal Secretary Peter Mangiti said the Capacity Assessment and Rationalisation of the Public Service (Carps) will be followed by restructuring, which will see workers redeployed to areas that match their skills and experience. The registration is expected to be completed in October.
In Nairobi, the exercise was led by Head of Civil Service Joseph Kinyua who was registered outside the Office of the President together with Interior Cabinet Secretary Joseph ole Lenku and other senior Government officials.
"This exercise will improve services that Kenyans receive from the Government. We expect it to reduce the wage bill since ghost workers, if any, will be weeded out," said Mr Mangiti.
Similar exercises were conducted simultaneously in different Government offices as well as that of Nairobi County led by Governor Evans Kidero.
Ole Lenku said the registration presents a strategic opportunity to reform the public sector and make it more efficient service delivery.
"There is no denying the fact that the exercise particularly the skills assessment through the biometric data capture will cause anxiety among public officers. I want to allay any fears about the exercise. All public servants will continuously be engaged and updated on the implementation of the programme," said Mr Lenku.
Union of Kenya Civil Servants yesterday supported Carps but Secretary General Tom Odege warned that workers found without the academic qualifications for a particular job should not be sacked but redeployed.
"We fully back the weeding out of ghost workers but we are carefully monitoring the process to ensure it is not used to have our members sacked or retrenched," he said.
It is not clear if there will be prosecution of workers who are found to have been drawing more than one salary illegally.
Some workers are believed to be holding jobs that they are not qualified for while others are earning salaries far above their job groups.
Magiti said civil servants who will not be able to produce their first letter of appointment due to misplacing will have their personal files scrutinised to ensure the letter is available.
"This exercise will contribute significantly to the rationalisation of the public service by cleaning the payroll and eradicating ghost workers," he said.
