Transforming Government since 2001
The Kenyan government on Wednesday launched the revised national Information, Communication Technology (ICT) Master Plan 2017 to spur economic growth in the country.

The Kenya National ICT Masterplan 2017 document will guide the country’s ICT direction in the next three years. The Masterplan was first launched in February 2013 and is a five-year plan. It covers the vision 2030 pillars as well as focusing on other functional areas.

ICT Cabinet Secretary Fred Matiangi said three key ICT projects have been identified—Citizen Service Portal, Government Shared Services and National Digital Registry Services.

“The government has already demonstrated its commitment by increasing the ICT budget allocation to 2.5 percent and will continue to put aside more in the coming years to at least 5 percent until we are at par with international best practices,” said Matiangi.

The projects are part of the key programs identified in the Presidential Digital Transformation of Government which aims at getting 50 percent of our population to access e-government services by the year 2017.

Matiang’i said the three key projects will form its priority for the next three years. The three projects have been singled out for their ability to impact on Kenyans’ livelihoods and the country’s economic growth.

The government official, who was speaking during a national conference on ICT in the coastal town of Kwale, said implementation of the projects will be tracked by a Secretariat nominated at the connected Kenya 2014 summit.

The two-day summit brings together top ICT executives from both private and public sectors to explore ICT barriers and set the agenda for more effective implementation of the projects to world- class standards.

“Through innovative technologies SAP Africa is committed to enabling both central government and the counties to prosper and improve the lives of all citizens,” noted Andrew Waititu, managing director of SAP-East Africa, the event Platinum sponsor for the second year running.

“A lot of digital data is now available to governments as societies become more hyper-connected and automated. With good analytics tools this data provides a good source of knowledge that should inform government in development planning and service delivery.”

The event that is themed “Breaking the Barriers,” for the first time drew high level representation from the region. East African ICT Ministers from Uganda, Rwanda, South Sudan and Tanzania are attending the conference.

The ministers will have a panel session to enlighten delegates on benefits of building an integrated ICT infrastructure in the region.

They will also be expected to report on strides made thus far by the regional inter-ministerial committee in breaking regional barriers in harmonization of ICT. The committee was created at the Transform Africa Summit in Rwanda last year.
