Transforming Government since 2001
The Government has embarked on a Sh300 million project that is aimed at bringing together information from different agencies undertaking population registration functions in the country.

The project, Integrated Population Registration system IPRS was designed to be fully implemented in a period of three to four years.

It is currently at its third phase which involves the creation of National Population Register that was launched yesterday.

But the installation of the national population register should be between now and September, this year.

According to the Minister of State for Immigration and Registration of Persons, Mr Otieno Kajwang’, the project is aimed at creating accurate information data base that can positively impact on planning process, reducing duplication, costs of operations, fraud and manipulation of data.

“The registration agencies in Kenya operate disjointed data sets and systems that have no interface with one another. This results in duplication of effort, increase operational costs and leads to poor service delivery to the public,” said Kajwang’.

The centralised registration system will have a unique personal identifier in the form of Personal Identification Number PIN that links the individual information on both citizens and foreigners to various population registries.

Other benefits the Government expects to accrue by implementing the system is that it would broaden its tax base due to the ease at which the intelligent PIN will identify potential tax payers.

But the government says successful implementation of IPRS requires establishment of a strong institutional and legal framework, which it says will be worked on in due course.

Also to be works to perfect the status of the various registration agencies to bring them to platform where data sharing can be guaranteed by automating them.

This will involve putting in place the needed IT infrastructure with an elaborate network across the country for effective data capture, processing, storage and sharing.

The Government has constituted a three –tier structure to oversee the implementation of the project. The cabinet sub-committee, an inter-ministerial, the secretariat and the Inter-ministerial committee steering committee comprising epresentatives that deal directly with registration, either at the primary level or secondary level.

The agencies include the Ministry of State for Immigration and Registration of Persons which is the focal implementing ministry, the e-government that provides the technical advise, Ministry of Finance, Ministry of Internal Security and Provincial Administration, Kenya Revenue Authority, Kenya National Bureau of Statistics and the Ministry of Planning among others.
