Embedded with a chip as well as host of security and safety features, switch to the Smart ID cards by expatriates will remain optional for an indefinite period of time, unlike Qataris for whom it has been mandatory, the ministry’s Information Systems Department director Brig Saleh Khamis al-Kubaisi said.
“The idea is to have one convenient, standardised, multi-purpose card offering e-government services to all residents in Qatar,” al-Kubaisi said.
The Smart ID cards were first launched for nationals in October 2007.
Although a Smart ID card holder can add or delete features, four primary functions remain: the identification of the holder, completion of transactions through the Internet, E-gate services at the Doha International Airport and completion of transactions through self-service kiosks.
“Expatriate E-gate card holders can switch to the Smart ID card with no extra charge for the length of the current card’s validity. We are co-ordinating with airport authorities to stop the E-gate system since Smart ID cards are available,” al-Kubaisi said.
The electronic chip on the Smart ID card holds personal data, which cannot be accessed without a PIN number or matching fingerprints.
The fee for a new card is QR100 and for replacement of a lost or damaged card is QR200.
The fee for e-services is QR250 for three years. This enables an expat to complete visa procedures online (based on prior approval), receive exit permits, renew driving licence and complete various types of residential transactions.
The fee for E-gate service is QR100 (one year), QR150 (two years) and QR200 (three years). This enables a Smart ID card-holder to use the E-gates at Doha International Airport.
The Smart ID card will be linked to the Interior Ministry’s National Biometrics Repository that contains such credentials as iris scan and finger prints.
The MoI is also in talks with the health authorities to link Smart ID cards to health cards.
