The Supreme Council for Environment and Natural Reserves (SCENR) yesterday launched an electronic service aimed at creating a paperless office.

The project involves Intranet and Internet facilities for both in-house services and transactions with the public, said Mamoun M Hassan and A Ramesh of Qatar Computer Services, which implemented the project.

The project, worth nearly $5mn, is in keeping with the rapid changes taking place worldwide, SCENR officials said.

Addressing a launch ceremony cum workshop, SCENR secretary general Khalid Ghanem al-Ali said the project was aimed at improving the council’s services to the public.

“Our employees will be provided with state of the art PCs to enable them to work more efficiently. The next phase of the project is to merge the service with the e-government of the country”, al-Ali said.

The current project, which uses Sakhr software, will enable the council to deal directly with the public, companies and organisations through the electronic media, said Mubarak Khalifa al-Dousari, project manager at SCENR.

This will eliminate or minimise paperwork and reduce mistakes and frauds and also help improve the council’s efficiency, the officials said. It will also help in decision-making on the basis of the latest information available on the Internet.

The public can now get permits and other services not only faster but also round the clock.

Besides, it will increase public awareness on the environment and help the council in developing a unified data base and co-ordinate all the other systems available with the council, officials said.

The implementation work, started last February, is in the final stages. It is likely to be functional by mid-January, Mamoun and Ramesh said.

The Intranet will link all employees of the council and enable them to take appropriate action. It will be a kind of single window service.

The Internet will provide information to the public on projects and services.

The guests at the meeting were welcomed by Khalid Saleh Thabit, director of media centre at the council, who also conducted the meeting.

Mubarak Khalifa al-Dousari, director of the environment information centre, made a presentation on the portal. Moatasen Mohaisen, regional manager of Sakhr, also addressed the meeting.
