Cyberspace helps two capital cities strengthen bilateral ties, streamline government administration

Lee Myung Bak, the mayor of the South Korean capital of Seoul, and Nguyen Quoc Trieu, head of the Hanoi People's Committee, signed a memorandum on July 5 that stressed cooperation between the two cities in building an e-government system for the capital city of Vietnam, called e-Hanoi. The officials from Seoul and Hanoi agreed to coordinate technically and to work on a feasible scheme in order to apply the model of Seoul's e-government towards e-Hanoi. The metropolitan capital of South Korea will offer consulting services to their counterparts in finding the best way to develop e-Hanoi.

"After e-Hanoi comes into operation, it will change the awareness of administrative staff and their way of working as well. The authority will also find it easy to deal with citizens on a daily basis," said Mayor Lee at the signing ceremony.

The number of Internet users in Vietnam is increasing fast and thus e-Hanoi will prove to be a great convenience to the capital's citizens. Tardiness and incompetence in administrative paperwork procedures at the local level have been a big concern for Vietnamese since it hampers the nation's integration into the fast-changing global community in terms of technology.
