National Assembly (NA) Chairman Tran Thanh Man has emphasised that science, technology, innovation and digital transformation are essential to building a modern, democratic, transparent and efficient legislature.

Speaking at a conference on the digital NA and AI application in the NA’s digital transformation, organised by the NA Office, Chairman Man highlighted the event’s significance. He underscored the NA’s commitment to harnessing cutting-edge technologies to enhance its operations and align with national development objectives in this era of transformation.

The Chairman pointed to the Politburo’s Resolution No. 57-NQ/TW, which sets ambitious targets for Vietnam’s advancement in science, technology, innovation and digital transformation. By 2030, the country aims to be among Southeast Asia’s top three nations and rank within the top 50 globally in digital competitiveness and e-government development.

By 2045, Vietnam seeks to enter the top 30 in innovation and digital transformation, with the digital economy projected to contribute over 30% of GDP by 2030 and 50% by 2035, driving significant economic growth and global competitiveness.

Given this vision, Chairman Man called on permanent members of the Council for Ethnic Affairs, NA committees and the NA Office to prioritise key initiatives. He noted that AI will serve as a valuable tool for legislative decision-making, improving oversight and strengthening engagement with the public.

AI-powered tools can enhance the accuracy and efficiency of policy analysis, legislative drafting and communication with constituents. The integration of AI into legislative procedures will also streamline workflow processes, reduce administrative burdens and ensure timely responses to emerging national challenges, ultimately improving public trust.

To accelerate progress, he stressed the importance of swiftly implementing relevant resolutions and projects, equipping delegates and staff with digital skills, enhancing digital infrastructure and investing in AI applications to support parliamentary functions. He also advocated for international cooperation in AI and digital technologies to develop solutions tailored to Vietnam’s legislative needs.

By fostering strategic partnerships with global tech leaders, Vietnam can access the latest innovations and best practices in digital governance, ensuring long-term sustainability and fostering a robust, resilient digital economy.

Chairman Man highlighted that digital transformation in the NA requires not only advanced technologies but also a shift in mindset and approach. Lawmakers and staff must embrace digital platforms to streamline processes, improve accessibility and ensure greater transparency.

He noted that modern legislative bodies worldwide are increasingly adopting AI-driven systems to enhance research, manage vast legislative data, improve real-time decision-making and streamline legislative processes effectively.

At the NA’s upcoming ninth session in May, lawmakers will review the Law on Science, Technology and Innovation and consider the Law on Digital Technology Industry. These legislative efforts aim to address regulatory gaps and create an enabling environment for national progress in science, technology and digital transformation. By strengthening legal frameworks, Vietnam seeks to foster a dynamic digital economy and a knowledge-based society.

With strong political will and public support, Chairman Man expressed confidence that Vietnam will make significant strides in building a digital parliament, contributing to sustainable development and national prosperity. He reiterated that a modern legislature must be adaptable, technology-driven and aligned with global digital trends to remain effective and responsive to the country’s evolving needs.

Conference participants noted that advancing the NA’s digital transformation requires a multifaceted approach. This includes raising awareness, improving the legal framework, strengthening digital infrastructure, developing AI platforms and cultivating a digitally skilled workforce. These measures will ensure the NA remains a forward-looking institution, responsive to the evolving needs of the nation.

By embracing digital transformation and leveraging AI, Vietnam’s National Assembly aims to set an example in legislative modernisation. This approach will foster greater efficiency, inclusivity, innovation and enhanced transparency in governance.
