A special central state authority under Ministry of National Defence, GISC is responsible to secure state confidential information and data in context of national security. It estimated that about VND 250-300 billion (US$12-14.4 million) investment would be needed to supply these digital signatures.
The demand for entrusted electronic signatures (E-Signature)in state bodies has increased in recent years,said Nguyen Dang Dao, deputy head of GISC’s technical department.
Dao pointed out that the Ministry of Finance this year would need 9,500 E-Signatures while the Ministry of Transportation may require 30,000 ones for the need of new driving license issuance.
While The GISC is the sole provider of E-Signature to state bodies and authorities, there are six local enterprises which have provided digital certificates to the market. However, the number of businesses using the method remains modest as only those that declare taxes online or make electronic customs declarations or finance transactions registered for E-Signature .
According to VNPT-CA, a provider of digital signatures, over 100,000 local businesses now use E-Signatures.
