The move to connect government offices is part of the project dubbed The National Programme for IT application in the operation of State Agencies aimed at developing e-government model designed to improve information sharing among government.
At the national level, Minh Hong said the government has been developing IT technical standards to better connect state offices.
“This is a major component of a framework for e-government interoperability that Vietnam intends to develop in the next coming years,” he said.
Mihn Hong said various provinces likewise developed their own enterprise architectures and implement middleware solutions such as hub-spoke integration and enterprise service bus solution for government collaboration, he added.
“The demand for integration among information systems at state agencies which are the provinces and ministries is not remarkable and usually locally solved by point to point integration solutions,” he said.
Minh Hong said that in terms of IT infrastructure, the government encounters limitations in terms of is the speed, safety and information security.
There are also no legal terms or government regulations for the compulsion of information sharing between government agencies, he added.
“Many public officials do not have the habit of sharing information, and have not been ready to share information in a network environment” he said adding that programme will develop and improve the infrastructure that ensures efficient operation of IT application in a safe and effective network environment.
Among the project components are developing crucial information systems on a nationwide scale and propagate and enhance public awareness about e-government.
“State agencies will convert their work platform based on paper documents to electronic transactions and exchanges on network environment, improve operation efficiency of state agencies; enhance the openness and transparency in government operations and provide better information and services online for citizens and enterprises, ” Mihn Hong stated.
The fund for the implementation of information systems, databases on large national scale which are mainly conducted by ministries and their branches is about VND 1700 billion (USD 82 million. The programme will be implemented this year up to 2015.
Minh Hong said the MIC is carrying out research and building model and indicators for assessing the implementation of the National Programme for IT application.
However, Mihn Hong said no government connectedness assessment has been conducted in the country in terms of citizen centricity, common infrastructure and interoperability, collaborative services and business operations.
“Hopefully we will have an opportunity to measure Vietnam’s e-government connectedness in the future,” he said.
