Korea International Cooperation Agency (KOICA) signed the Record of Discussions (ROD) on the project for the Establishment of an E-Procurement Pilot System in Vietnam with the Ministry of Planning and Investment (MPI) on June 20, in Hanoi.

The Korean government’s grant aid project valued at 3 million USD aims to promote innovation and enhance the efficiency and transparency of Vietnam’s public procurement, and lay out the foundation for the future establishment of the e-Procurement system in Vietnam.

Since 2004, the Government of Korea has been actively endeavoring to assist the Government of Vietnam in establishing an efficient e-Procurement System through implementation of relevant feasibility study and support for this pilot system project.

This e-procurement pilot system project will integrate the bidding announcement homepage currently operated by MPI into the new system to be developed, which will have the function of the e-bidding customized according to the reality of Vietnam based on the Korean national comprehensive e-procurement system, Korea Online E-Procurement System (KONEPS).

Through this project, the Vietnamese relevant officials will be able to obtain the know-how and experiences relevant to the KONEPS as well as necessary to develop the e-Procurement system in the near future.

The system, when completed in early 2009, will be initially used by three selected parties comprising the Hanoi People’s Committee, ENV, VNPT, thereby being evaluated for its efficiency and application capability.

The Vietnamese Government has conducted the feasibility study for the application of e-commerce in public procurement and been actively pursuing the e-procurement system establishment in Vietnam as a concrete target to realize the e-government and e-commerce eventually.

This Project is expected to contribute to consolidate and accelerate the Vietnamese Government’s efforts and process to the realization of the comprehensive e-procurement system establishment in Vietnam.
