Vietnam ranks 91 out of 192 countries surveyed by the United Nations (UN) for e-government readiness, the UN report said last weekend.

The country climbed 14 places compared to the last survey in 2005, scoring an index of 0.4558 of the total 1.000, according to the survey which was carried out by the Department of Economic and Social Affairs (DESA) of the United Nations Secretariat.

The e-government readiness index shows a country’s application of information and communication technologies (ICT) in providing information, products and services to its citizens.

It also shows the level of telecommunication and human capital infrastructure development in the country.

The five countries with the highest e-government readiness indexes are Sweden, Denmark, Norway, the US and the Netherlands.

Vietnam ranks 6th in the Southeast Asian region where Singapore is still the leader despite dropping 16 spots from the 2005 report.

Meanwhile, Vietnam comes in 16th together with the Netherlands and Norway in terms of its e-participation index, which assesses the quality and usefulness of a country’s e-government programs for engaging its citizens in policy-making.

With an index of 0.5227, Vietnam climbed 47 spots compared to 2005, ranking second to Singapore on the regional scale.

Vietnam’s high ranking e-participation index is attributed to its upgraded national portals which have features to increase citizen engagement and a formal online consultation section.

Moreover, the report credited Vietnam’s improvement with the installation of a government official in charge of all e-government activities.

The official cooperates with other departments and ministries to oversee inter-operability and inter-connectivity.

The US, South Korea, Denmark, France and Australia top the e-participation index list.

The e-government readiness index is calculated on the following three indexes:

  • Web measure index – shows the state of delivering online services of a country to its citizens. Vietnam scored 0.4448 out of 1.000
  • Telecommunication infrastructure index – the average index of six primary indexes: PC’s/1000 persons; Internet users/1000 persons; Telephone Lines/1000 persons; Online population; Mobile phones/1000 persons; and TV’s/1000 persons. Vietnam scored 0.108
  • Human capital index – the compound of a country’s adult literacy rate and the combined primary, secondary and tertiary gross enrolment ratio. Vietnam scored 0.815
