Over half of business registration cases in HCMC so far this year have been made online, which proves fruitful efforts by authorities in making life easier for enterprises, a senior city official said.

Nguyen Van Hung, deputy director of the HCMC Department of Planning and Investment, said that 5,500 cases out of some 10,900 domestic enterprises in the city were licensed in the January-August period. Their combined chartered capital amounted to more than VND84.1tril, up 193% year on year.

"The city has gained initial success in applying e-government system in administration," Hung told a meeting with the HCMC People's Council over the weekend. The result is an important landmark in the department's administrative reform effort, he added.

Online business registration was first carried out in late 2000 on a trial basis for private enterprises, and the department was able to grant licenses for only some 6% of 1,777 newly-established private enterprises in 2001.

In mid-2002, the practice was extended to domestic limited liability and shareholding companies. The initial results were good, as some 40% of investors applied for business registration online in 2003 and more than 50% in the first eight months of this year.

Online business registration helps save on much time for investors on one hand, and reduces the workload pressure for the department on the other, Hung said, explaining that thousands of investors come to learn about formalities for establishing new companies each month.

After filling out application dossiers and necessary documents as guided on the website, investors will bring the original dossiers to the department for a check and those qualified will be granted licenses within ten days.

If applications are sent in by post or in person at the department, applicants will have to come to the department at least thrice. Given the online service, the time for authorities to deal with a dossier has been reduced by haft.

The interaction between businesses and State agencies has also been intensified, making it easier for businesses to have their problems addressed. The city government has opened a dialogue system with businesses on its general website.

In the near future, besides granting business registration certificates, the department will also become a place for tax code registration and other regulatory jobs for newly-established enterprises.

The department, however, has not yet applied online business registration for foreign-invested projects.

According to Hung, HCMC licensed 266 foreign direct investment projects with total capital of more than US$1bil so far this year, up more than 56% in projects but down 6.3% in pledged capital compared to the same period in 2006.
