The Vietnamese Government has created a fair, healthy competitive environment for businesses involved in information and communications technology (ICT), affirmed Le Nam Thang, Deputy Minister of Information and Communications.

At the first seminar of the Vietnam International Communications Summit (Vietnam Comm 2009) opened in Hanoi on November 19, Deputy Minister Thang said that Vietnam has developed a modern communications infrastructure capable of providing cutting-edge services.

The Department of Information and Telecommunications of HCM City last Friday held a symposium to offer support to southern provinces’ efforts in using e-government.

The city began the work of applying e-government in 1996, with District 1 being the first district to use e-government from personal and paper-based work to an online environment to provide efficient, clear services.

The Ministry of Information and Communications on September 15 granted a licence to the Vietnam Post and Telecommunications Group (VNPT) to make it the first provider of digital signature service in Vietnam.

With this licence, VNPT is allowed to certify digital signatures for organisations and individuals to use in administrative activities.

The opening of the Government Web Portal not only reflects the maturity of the portal but also marks a new advance of the e-government, making an important contribution to the country’s administrative reform process.

Speaking at the opening ceremony of the Government Web Portal in Hanoi on October 10, Prime Minister Nguyen Tan Dung stated that the Party and State always consider information technology and communication one of the important means of science and technology and a key economic sector to implement Millennium Development Goals (MDGs), build an information society and speed up the national industrialisation and modernisation.

Viet Nam’s IT workforce is lacking in professional skills, experience and proficiency in foreign languages and the shortage is holding back the industry’s development.

This was according to Nguyen Thanh Tuyen, an official of the Ministry of Information and Communications, who told a World Information Technology Forum in Ha Noi that IT was a key industry in Viet Nam and training was a key part of its development strategy.
