The Government's goal is that digital communication should be the general rule between the citizens and the public sector. “The Government is planning a broad and strong commitment to ICT. Currently, it has been demonstrated that we are following the objectives of the digitisation programme, introducing key ICT initiatives across the government,” said the Minister of Government Administration, Reform and Church Affairs, Rigmor Aasrud.
The Government has given special priority to the Norwegian Labour and Welfare Organisation (NAV) as well as to police, justice and healthcare sectors. The funds will contribute to the development of a range of new services for citizens. NAV will include the development of more self-service solutions in all areas of government performance, apart from the pensions, where new procedures and systems have been introduced. Additionally, users are expected to get more and better self-service solutions from helsenorge.no, the national health portal.
The Government also proposes funding for important joint solutions. Altinn, the public web portal where - among other things - the business sector is given access to electronic forms and services, will be stabilised and strengthened. Electronic dialogue with employers (Elektronisk dialog med arbeidsgiver - EDAG, in Norwegian) will also be established. EDAG entails unitisation and standardisation of various different reporting schemes for the employers on hiring, salary payments and deductions per employee. This initiative is estimated to generate annual savings of at least NOK 500 million (approx. €67 million) for the employers. Through EDAG, citizens will also be able to get faster and more accurate services and benefits.
In 2013, the Government will also work towards establishing a secure digital mailbox. Through the digitisation programme - published in April 2012 - the Government announced that it intends all citizens and businesses to receive mail from the public sector in a secure digital mailbox. They will be notified via SMS text messages and email.
Among the budget proposals in the ICT sector are the following:
- Approximately NOK 735 million (approx. €99 million) to the IT modernisation of NAV.
- NOK 153.9 million (approx. €20.8 million) to EDAG.
- NOK 90 million (approx. €12 million) to Altinn.
- NOK 90 million (approx. €12 million) for ICT initiatives in the health sector.
- NOK 20 million (approx. €2.7 million) to renew the ICT systems of police.
- NOK 32.6 million (approx. €4.5 million) to the further development of the Norwegian Computer Emergency Response Team (NorCERT).
- NOK 30 million (approx. €4 million) to the joint platform for digital communication with management.
- NOK 16 million (approx. €2 million) to BarentsWatch, a comprehensive monitoring and information system, which will make information and mapping services more easily available for the authorities, policy makers and general users.
- NOK 12 (approx. €1.6 million) million for information security.
Statistics - recently presented - show that the state's total ICT spending was NOK 10.8 billion (approx. €1.4 billion) in 2011.
