Ukraine approved the introduction of electronic IDs and creation of the state demographic register in the country. The relevant law, signed today by President Yanukovych, will take effect on January 1st, 2013. It stipulates the introduction of the documents for traveling abroad that have a built-in proximity chip with registry information on the holder. The IDs will comply with the standards recommended by the International Civil Aviation Organization (ICAO).

It will take 30 days to produce such an ID, which will hold information about name, sex, citizenship, birth date and place of residence of a person, their photo, signature, and additional biometric data, as well as issue and expiration dates. The law clarifies that digitalized signature and photograph of a person's face constitute main biometric data, while digitalized fingerprints are additional biometric data.

Ukraine has climbed nine positions and reached 73rd in the Global Competitiveness Index (GCI) among 144 countries, with Kyiv is a leader among the country's regions, while the country is at the bottom of the index in efficiency of state institutions.

The data is stipulated in the report on the competiveness of Ukraine's regions in 2012 drawn up by the Foundation for Effective Governance (FEG) with support of the World Economic Forum.

Ukraine is set to fulfill its obligations to the Council of Europe on the introduction of biometric passports, Ukrainian President Viktor Yanukovych has said.

"I have one wish – I want to fulfill the requirements and the plan of the liberalization of visa travel," the president told journalists in Krushynka (Kyiv region) on Wednesday.

The head of state said that this is also the wish of Ukrainian citizens, as they have to pay "a lot of money" to travel abroad.

The State Service for Personal Data Protection has said that the law on a single state demographic register involves the collection of excessive information about a person, which does not comply with international law.

"We object to collecting such a huge amount of information, some of which is not needed," the first deputy head of the service, Lilia Oleksiuk, said during a roundtable on the introduction of biometric documents in Ukraine held in Kyiv last week.

She noted that under international law, biometric data should only be used in foreign travel passports, but not in national identity cards.

A bill that provides for the introduction of biometric identification has passed first reading in Ukraine’s parliament.

The draft law provides for the creation of a unified state demographic register, which will contain basic personal information on each citizen. Additionally, the draft stipulates issuing the documents for traveling abroad that have a built-in proximity chip with registry information on the holder.

The new document standard is designed to help eliminate ID fraud and thus increase border security. The registry may become accessible to all the relevant European services and institutions, improving the time and cost efficiency of their work, including the shortened border control procedure.
