The Project Manager of the National Portal, the official Website of Government, Mr Alphonse Koblavie on Thursday urged the Government to expand budgetary allocation to the project, to enable it to acquire modern technology for efficient operation. He said the current technology used by the project was outmoded and, therefore. prevented possibilities of expanded programmes such as operating on a Wider Area Network (WAN) and printing of certain information pasted on the Website.

A two-day seminar on E-Governance on Wednesday opened in Accra with a call on Ministries, Departments and Agencies (MDAs) to develop their own websites so that they could disseminate information online to the public to save time and cost. Ms Shirley Ayorkor Botchway, Deputy Minister for Information and National Orientation (MOINO), said E-Governance was more than just a government website on the Internet.

It was a strategic objective to support and simplify governance for all parties, including the Government, citizens and businesses, she said.

The World Bank country director for Ghana Matt Karlson is quoted in the Ghanaian press (Daily Graphic 30th December 2005) as saying ‘Ghana has no reason to complain about difficulties in managing its economy, because it has all the resources for accelerated development at its disposal’. After all, Ghana is a beneficiary of HIPC, debt relief and a tripling of donor aid he said. He goes on to add that for Ghana to achieve accelerated development there is the need to harness Ghana’s natural resources particularly agriculture, services and mining. He identifies vegetables and pineapple as the major exports that can be used to spur growth.

Professor Takyiwaa Manuh, Director of the Institute for African Studies, University of Ghana, Legon said on Friday the implementation of e-governance was being hampered by problems mainly in the government-to-citizen and government-to-government sectors. She said under the government-to-citizen sector, the challenge was to address obstacles such as access and knowledge while the government-to-government called for ability and commitment.

Government is promoting the application of Information Technology (IT) to improve the quality and efficiency of public services to enable easier flow of information, Mr. Dan Botwe, Minister of Information said on Saturday.

This, he said, was to help raise accountability and transparency in the management of national resources.
