PK: Government targets single digital ID for access to public services under National Digital Vision
Prime Minister Shehbaz Sharif orders faster rollout of Pakistan’s National Digital Vision, aiming for one digital identity to access services like healthcare, banking and transfers, starting with priority sectors.
Prime Minister Shehbaz Sharif has directed authorities to accelerate the implementation of Pakistan's national digital transformation agenda, outlining a vision under which citizens will eventually be able to access a broad range of government and public services through a single digital identity.
The directive was issued during a review meeting on the implementation of the country's integrated digital policy framework, where the prime minister said digitalisation was essential to building a more integrated society and improving public service delivery, according to a statement issued by the Prime Minister's Office (PMO).
Under the proposed framework, citizens will be able to use a unified digital ID to access services including government document verification, banking, healthcare, financial transfers and other public facilities from a single platform.
To fast-track the initiative, Shehbaz instructed officials to prioritise implementation in health, agriculture, utilities, housing and small and medium-sized enterprises (SMEs), saying these sectors should be the first to deliver tangible benefits to the public.
Officials told the meeting that the housing component of the programme will introduce a central identification number for every public and private property, while the SME initiative will create a unified legal identity system for businesses aimed at strengthening productivity and supporting economic expansion.
The prime minister also called for an early meeting of the National Digital Commission (NDC) to brief all stakeholders, including provincial governments, on the policy framework and implementation strategy.
Separately, Shehbaz directed authorities to immediately extend access to the newly established Sky 47 central data centre to all federal institutions. The 8.5-megawatt facility, inaugurated last week, is intended to serve as a central repository for government data, reducing the need for individual departments to build separate data centres and helping conserve public resources.
According to the PMO, legal, administrative and institutional arrangements required for the nationwide rollout are being completed rapidly, with the government consulting international experts and incorporating global best practices into the framework.
The statement added that the Pakistan Digital Authority (PDA) is leading efforts to modernise government services and strengthen the country's digital governance architecture. It also said successful implementation of the digital vision would improve institutional transparency, decision-making and administrative performance while strengthening Pakistan's international partnerships and representation at global forums.
In addition to the initial priority sectors, work is underway in 14 other areas under the prime minister's directives, with the government expecting the reforms to improve economic performance, industrial activity and trade.
The meeting was attended by Planning Minister Ahsan Iqbal, Economic Affairs Minister Ahad Cheema, Finance Minister Muhammad Aurangzeb, Commerce Minister Jam Kamal Khan, Law Minister Azam Nazeer Tarar, Information Minister Attaullah Tarar, Health Minister Mustafa Kamal, IT Minister Shaza Fatima Khawaja, Minister of State for Finance Bilal Azhar Kiani, State Bank of Pakistan Governor Jameel Ahmad and senior officials from relevant government institutions.
The National Digital Commission was established under the Digital Nation Pakistan Act 2025 and is chaired by the prime minister, with all four provincial chief ministers serving as members.
